BACKGROUND <br /> The City of Pleasanton Community Services Department currently offers the RADD <br /> (Recreation for Adults with Developmental Disabilities) program which is specifically <br /> designed for individuals 15 and older with developmental disabilities. In addition, the <br /> City is also required to make 'reasonable' accommodations whenever and wherever <br /> possible, so that all individuals can participate in its programs. In order to facilitate this <br /> level of participation, the City needs to establish policies and procedures for the <br /> participation of individuals of all ages and disabilities in their programs and services by <br /> developing guidelines for appropriate accommodations as established by Title VI of the <br /> Civil Rights Act of 1964 (herein referred to as "Title VI"), as amended, and the <br /> Americans with Disabilities Act (ADA) of 1990. <br /> DISCUSSION <br /> One of the City Council's priorities in FY 2014/2015 was to develop an Inclusion Policy <br /> and Procedures document that would meet the standards under the Americans with <br /> Disabilities Act (ADA). Staff developed the draft Inclusion Policy and Procedure <br /> document and submitted it to the City Attorney's Office for their review. After reviewing <br /> the document, the City Attorney's Office determined that it should also be reviewed by <br /> an Inclusion Services professional that would be able to provide the City with their <br /> feedback and recommendations. <br /> Staff researched companies that could address the City's goals and objectives for this <br /> project and found one qualified provider Recreation Accessibility Consultants, LLC <br /> (RAC) who was considered an expert in the ADA/Inclusion field and specialized in <br /> public recreation facilities and programs. Recreation Accessibility Consultants was <br /> formed in 2008 and their consultant team includes an attorney, a Certified Therapeutic <br /> Recreation Specialist, an individual with a disability, and a Certified ADA Coordinator. <br /> RAC has been retained by various municipalities and governmental agencies for the <br /> purpose of drafting those agency's accessibility policies and procedures. Agencies who <br /> have utilized the services of RAC for Inclusion review include: City of Albuquerque's <br /> Parks and Recreation Department; Village of Orland Park, Illinois; and Montgomery <br /> County, Maryland. In addition, RAC is the preferred provider of access and inclusion <br /> consultation services for the National Recreation and Park Association (NRPA). NRPA <br /> is the leading non-profit organization dedicated to the advancement of public parks, <br /> recreation and conservation.
