guidelines include criteria for architecture, roof pitch and roof material, porches, exterior <br /> building walls and colors, and window styles that would ensure that new houses on the <br /> site are designed in a way that is compatible with surrounding development. Second <br /> floors would be set back from lower floors to reduced perceived mass, horizontal siding <br /> with shingle-siding accents are encouraged, and warm earth tones are preferred. The <br /> proposed design guidelines require landscaping meet the State of California Model <br /> Water Efficient Landscape Ordinance and Bay Friendly Basics Landscape Checklist. <br /> Proposed Home on Lot 4. <br /> The proposed home on Lot 4 incorporates Craftsman-style architectural features. The <br /> proposed architectural features include tapered wood column at the front entry, exposed <br /> gable ends, wood knee braces, moderately-pitched rooflines with deep eave overhangs, <br /> and carriage-style garage doors. Building materials include cementitious horizontal <br /> siding, stone accents, and composition shingles. Recessed, single-hung windows are <br /> proposed throughout the building. The proposed color palette includes earth-tone colors <br /> that would be similar to the predominant color palette in the area. <br /> As noted above, the conditions of approval include a requirement (Condition of Approval <br /> 38) that a porch be incorporated into the design of the home on Lot 4 to better meet the <br /> intent of the proposed Design Guidelines and promote the architectural rhythm of the <br /> surrounding neighborhood, which is characterized by prominent front porches. Staff is <br /> currently working with the applicant on a front porch design that would have minimal <br /> design implications for the currently-designed project. The applicant has already <br /> submitted preliminary design parameters for a front porch that would appear to meet the <br /> recommended condition of approval. Staff appreciates the willingness of the applicant to <br /> adjust the project design to incorporate a porch and believes it will add value to the <br /> home and neighborhood. <br /> PUD FINDINGS <br /> Please refer to the attached Planning Commission staff report (pages 8-10 of <br /> Attachment 4) for a discussion of the considerations to be addressed in reviewing a <br /> PUD Development Plan. <br /> PUBLIC COMMENT & NOTICE <br /> Notices regarding the City Council public hearing were mailed to the surrounding <br /> property owners and tenants within a 1,000-foot radius of the project site. The location <br /> and noticing map is included in Attachment 6. At the time of report publication, Staff <br /> had not received any public comments regarding the Council notice. <br /> ENVIRONMENTAL ASSESSMENT <br /> This project is categorically exempt from environmental review pursuant to the <br /> California Environmental Quality Act Guidelines, Section 15332, In-Fill Development <br /> Projects. Section 15332 exempts from environmental review in-fill developments within <br /> City limits, consistent with General Plan and zoning requirements, occurring on a project <br /> site of no more than five acres substantially surrounded by urban uses. Therefore, no <br /> environmental document accompanies this report. <br /> Page 5 of 6 <br />
