Lighting and Landscape Maintenance District 1993-1, Windsor <br /> The Windsor Homes subdivision (L & L District.1993-1) has been in place for twenty— <br /> three (23) years. Maintenance in this District includes masonry walls, trees, shrubbery, <br /> groundcover, and irrigation systems situated on the northeast side of Tapestry Way and <br /> Minton Court, Lot A in the northwest corner of the subdivision, and also Lot C in the <br /> southwest corner of the subdivision. <br /> The assessments for the coming year for District 1993-1 (Windsor) will be the same as <br /> last year, $269.62 per parcel per year. With a total of 90 parcels in the District, this <br /> year's total assessment will be $24,265.80. This amount will be sufficient to fund the <br /> maintenance of all common areas including water and electrical costs, county <br /> assessment fees, city administration fees, but does not set aside sufficient reserves in a <br /> replacement fund for the long-term replacement of plantings, irrigation systems, fencing, <br /> masonry walls, signage and other district improvements. <br /> As there are no city-owned parcels within the boundaries of this District, the City will not <br /> be assessed. <br /> Due to the ever-increasing cost of water and maintenance services and because of the <br /> aging plant material and improvements, the cash reserve for the District is diminished. <br /> City staff continues to work closely with the maintenance contractor in order to reduce <br /> water use and to increase the efficiency of landscape maintenance operations. The <br /> District will continue its 25% reduction in water use and maintenance efficiencies, but <br /> despite these measures, it is likely that an increase in the annual assessment will be <br /> necessary in order to maintain the maintenance standards of the District. City staff have <br /> met with the Windsor at Laguna Oaks Homeowners Association to discuss increased <br /> assessments to meet their maintenance requirements and are working towards a vote <br /> on the increased assessment before the end of 2016. <br /> Liqhtinq and Landscape Maintenance District 1993-2, Bonde Ranch <br /> The Bonde Ranch subdivision (L & L District 1993-2) has been in place for twenty-three <br /> (23) years. Maintenance in this District includes entry features, open space areas, <br /> firebreaks, trees, shrubbery, groundcover and irrigation systems. <br /> The assessments for the coming year for District 1993-2 (Bonde Ranch) will be the <br /> same as last year, $257.22 per parcel per year. With a total of 103 parcels in the <br /> District (including the City-owned Bonde Ranch water tank parcel), this year's total <br /> assessment will be $26,489.35. This amount will be sufficient to fund the maintenance <br /> of all common areas including water costs, county assessment fees, city administration <br /> fees, but does not set aside sufficient reserves in a replacement fund for the long-term <br /> replacement of plantings, irrigation systems, fencing, tree removal and trimming, and <br /> other district improvements. <br /> With the assessment of one city-owned parcel, the City will pay $252.91. <br /> The cash reserve for the District has not grown at a pace to cover some of the <br /> significant upcoming improvement costs due to the age of the development and the <br /> maintenance required for some of the mature trees.
