BACKGROUND <br /> Alameda CTC is responsible for the distribution of revenues generated through the <br /> Measure B, Measure BB and the Vehicle Registration Fee (VRF) Programs. Over half of <br /> these revenues are distributed by formula directly to twenty local jurisdictions to support <br /> locally managed transportation, bicycle and pedestrian, transit, and paratransit programs. <br /> In order to receive Measure B/BBNRF "Direct Local Distribution" (DLD) funds, all <br /> recipients are required to maintain a Master Programs Funding Agreement (MPFA) with <br /> the Alameda CTC. <br /> The City of Pleasanton has two active MPFAs with Alameda CTC. The first was executed <br /> in 2012, and is applicable to Measure BNRF funds. It expires on June 30, 2022. The <br /> second was executed in 2015, and is for Measure BB. It expires on June 30, 2016. In <br /> order to provide consistent implementation across all DLD funds and to continue the <br /> uninterrupted distribution of Measure BB DLD funds to recipients, Alameda CTC has <br /> requested a combination of the two MPFA's into a single 10 year MPFA for Measure <br /> B/BBNRF DLD funds. <br /> DISCUSSION <br /> New Master Programs Funding Agreements have been developed for adoption by all <br /> local jurisdictions, the County, and transit operators that are the current recipients of <br /> Measure B Programmatic Pass-through funds, Measure BB funds, and VRF funds. The <br /> adoption of the agreement will integrate funding requirements of the three revenue <br /> streams and streamline eligibility, monitoring, and reporting. This effort aims to improve <br /> efficiencies for the recipient agencies' reporting requirements under the agreements and <br /> for Alameda CTC's oversight of the funds. <br /> Alameda CTC has developed a 10-year Master Programs Funding Agreement and <br /> Implementation Guidelines that address each fund source and specify definitions, <br /> eligibility, and fund uses.
