Alternatives Considered <br /> The Task Force concentrated its efforts on two specific sites. the existing Civic Center <br /> and Library site, and an alternative site on the northeast corner of the Bernal Property <br /> between the new synthetic sports fields currently under construction and the eastern <br /> property line along the railroad tracks. Examples of the alternative site plans are <br /> attached. <br /> Each of the alternatives includes the following program of facilities: <br /> Library: 70,000 SF on two levels <br /> City Hall: 40,000 SF on two levels <br /> Community Center: 20,000 SF <br /> Police Station: 35,000 SF <br /> Amphitheater: 10,000 SF <br /> Current Civic Center Site. The alternative on the current Civic Center site creates a <br /> central internal public plaza surrounded by the City Hall, Council Chambers, and the <br /> Library (all along Bernal Avenue), a Community Center (with frontage on Main Street) <br /> and the Police Station (with frontage on Old Bernal). Parking and drop off areas would <br /> be provided off Old Bernal and on the San Francisco Water Property. This alternative <br /> would use approximately 13 acres. Future iterations of this design may include an <br /> extension of Peters Avenue through the site and off Old Bernal. <br /> The Bernal Property. The Bernal Property alternative is the preferred alternative of the <br /> majority of the Task Force. This alternative would layout the City Hall, Council <br /> Chambers, Library, and Community Center in a semi-circle configuration along Bernal <br /> Avenue, west of a southward extension of Pleasanton Avenue. The interior of the semi- <br /> circle would face out across a meadow and public plaza area which would flow out into <br /> the greater Bernal Community Park. A parking deck would be located east of the <br /> extension of Pleasanton Avenue, along the eastern property line of the Bernal Property. <br /> Additional parking areas would be located throughout the site including a secure parking <br /> area for the Police Department. The most recent version of the site plan presented to <br /> the Task Force includes a second entrance from Bernal and a driveway on the south <br /> side of the proposed meadow to provide improved circulation through the site and <br /> parking to serve the sports fields and other recreation facilities located in Bernal <br /> Community Park. The most recent refinement of this alternative which was reviewed by <br /> the Task Force at their April 26 meeting is attached and labeled Option 3. <br /> Issues of Note <br /> The Task Force has been in general agreement that the best site is the Bernal Property. <br /> They have also generally agreed on the curvilinear layout demonstrated in Options 3. <br /> Issues that have generated the most discussion include how much additional parking <br /> should be required (in addition to that needed to serve the civic center and library) to <br /> Page 3 of 4 <br />
