BACKGROUND <br /> Hansen Park was developed in three phases and has a total of 22 pathway light poles. <br /> The majority of the pathway lights were installed in 1991 which included the original <br /> sixteen (16) pathway lights. The southwest edge of the park bordering Calle Ricardo was <br /> completed with the construction of adjacent housing in 1996 and included six (6) <br /> additional pathway lights. In the last five (5) years, several of the original poles have been <br /> removed because of corrosion and stability problems. <br /> A Request for Bid (RFB) was formally advertised in February 2016. A total of four(4) bids <br /> were received on March 31, 2016. One bid was determined to be non-responsive and <br /> was rejected. The three (3) remaining bidders included Bockmon & Woody Electric Co., <br /> St. Francis Electric, and Columbia Electric Inc. The low bidding contractor, Bockmon & <br /> Woody Electric Co., was interviewed April 8, 2016 and was found to be qualified to <br /> perform the required services. The scope of work to be performed by Bockmon & Woody <br /> Electric Co. is detailed in the Contract for Contractor Goods/Services (Attachment 1). <br /> Company Bid Amount Rank <br /> Bockmon & Woody Electric $236,974 1 <br /> St. Francis Electric $237,000 2 <br /> Columbia Electric $240,900 3 <br /> Brown Electric $166,837 Unresponsive <br /> DISCUSSION <br /> The scope of work includes removing all existing twenty-two (22) light poles and their <br /> concrete footings, modifying some existing underground conduit and wiring, and installing <br /> twenty-two (22) new aluminum poles and LED light fixtures. These new light fixtures are <br /> the same durable high efficiency model used for the second phase of Bernal Community <br /> Park. The aluminum construction minimizes corrosion and the LED fixture greatly lowers <br /> energy consumption. The existing electrical meter and the majority of the conduit and <br /> wiring will not require modification.
