THE CITY OF L ^O <br />CITY COUNCIL AGENDA REPORT <br />PLEASANTON� <br />April 19, 2016 <br />Community Development Department <br />Planning Division <br />TITLE: CONSIDER A PLANNED UNIT DEVELOPMENT (PUD) <br />DEVELOPMENT PLAN AT 11249 DUBLIN CANYON ROAD, <br />ALLOWING FOR THE RETENTION OF THE EXISTING SINGLE - <br />FAMILY RESIDENCE AND DEVELOPMENT OF TWO RESIDENTIAL <br />UNITS AND RELATED SITE IMPROVEMENTS; AND APPROVE TWO <br />GROWTH MANAGEMENT ALLOCATIONS FOR THE PROJECT <br />APPLICANT: Guy Houston, Valley Capital Realty <br />SUMMARY <br />The application would result in retention of the existing residence and second unit and <br />construction of two single - family homes and related site improvements. <br />PLANNING COMMISSION RECOMMENDATION <br />On March 9, 2016, the Planning Commission unanimously recommended approval of <br />the application, subject to the conditions of approval in Attachment 1. The Planning <br />Commission recommended that the conditions of approval be revised to allow for the <br />development of a decomposed granite sidewalk along the Dublin Canyon Road frontage <br />of the site, and to increase the size of five of the proposed trees. <br />RECOMMENDATION <br />1. Find that the project would not have a significant effect on the environment based on <br />the analysis completed in the Initial Study /Negative Declaration that was prepared <br />for the previously approved PUD -44 on the subject property; <br />2. Make the PUD findings for the proposed development plan as listed in the March 9, <br />2016 Planning Commission staff report (pages 12 through 15 in Attachment 4); <br />3. Introduce a draft ordinance approving PUD -115, subject to the conditions of <br />approval listed in Exhibit A of Attachment 1; and <br />4. Adopt a resolution approving the Growth Management Agreement for two growth <br />management unit allocations (P15 -0595) for the project. <br />FINANCIAL STATEMENT <br />The project would be expected to generate revenues to cover its costs of service. <br />Increases in property tax would be used to provide services, such as police and fire <br />services, to the occupants of the dwelling units. The applicant will be required to pay <br />development impact fees (e.g., in -lieu park dedication fee, traffic fees, water /sewer <br />
