Recommendations to Allocate Housing and Human Services Grant (HHSG) Funds
for Fiscal Year 2016/17
Ms. Hopkins and Ms. Reisner provided information about the Housing and Human Services
Grant (HHSG) program. They noted that a total of thirty (30) applications had been received
with a total of $929,764 in funding requests and an estimated total of $604,885 being available.
Commissioners were advised that the Housing Commission would review four (4) of the
applications that are for housing related projects and the remaining applications would be
considered by the Human Services Commission.
Ms. Reisner provided information about funds available from the HOME, Low Income Housing
Fund (LIHF), City General Fund, and Community Development Block Grant (CBDG), noting
that recommendations made by the Human Services Commission would be allocated from
CDBG and the City's General funds. Details about the meeting process and presentations to
be made by agencies requesting funds for new projects was also provided.
Commissioners reviewed with Ms. Reisner a pie chart that summarized the applications
received by category, funding request amount, and the percentage the requested amount
equaled of the total funding being requested. Ms. Reisner also provided information about
funding requests for projects that are considered "Capital" projects.
Chairperson Jhanwar opened the meeting for agency presentations.
Chabot -Las Positas Community College District/Tri- Valley One Stop, (Pleasanton Job
Initiative/Tri- Valley Volunteer Income Tax Assistance) - Sarah Holtzclaw commented on the
amount of unreported unemployment in the Tri- Valley area. She advised that similar requests
for funds are also being sought from the cities of Dublin and Livermore and the requested
funds would be used for outreach services that would enable them to do more marketing and
provide information about services they provide. Commissioners were advised that jobs are
available, but because marketing is lacking the agency has not been able to do enough
outreaching about services available.
Commissioner Roby asked about the tax assistance service provided and Commissioners
Wright and Clare had questions about funding the agency receives from Alameda County and
why the services for which funding was being requested were not being covered by the
County. Ms. Holtzclaw advised that they are seeking funds to be able to offer services outside
of the On -Stop operation. She also noted that those receiving services are 55 -year olds and
40+ job seekers.
Human Services Commission
March 2, 2016
Page 2
