BACKGROUND <br />The Bernal Community Park Phase 2 plans includes a large playground area. Prior to the <br />project going out to bid the playground equipment and surfacing was removed from the <br />bid documents. The play equipment and surfacing was removed to allow the City greater <br />control over the design of the playground, to allow for more time to determine the final <br />design, and to achieve cost savings by contracting directly with the playground <br />manufacturer. Through a Request for Qualifications (RFQ) selection process, Playcraft <br />was selected as the most qualified firm to assist City staff in moving forward with this <br />priority. Over the course of the last few months, staff has worked with Playcraft to design <br />the playground equipment and lay -out, as well as negotiated the cost to manufacture, <br />deliver, and install the equipment during the park construction. <br />DISCUSSION <br />In September 2015 an RFQ was advertised seeking a playground design firm qualified to <br />design and install the playground equipment for Bernal Community Park Phase 2. The <br />RFQ indicated the total budget for play equipment and installation was $350,000, and <br />encouraged creativity of equipment design and lay -out within the area of the new park <br />designated for the equipment. In response to the RFQ, eleven playground design firms <br />submitted their Statement of Qualifications (SOQs). A selection committee consisting of <br />Stephen Kirkpatrick (Director of Engineering /City Engineer), Stan Gibson (Parks <br />Superintendent), Susan Andrade -Wax (Director of Community Services), Sarah <br />Hosterman (Landscape Coordinator), and Matt Gruber (City Landscape Architect) <br />reviewed the SOQs. The selection committee invited the following four firms to participate <br />in an interview: <br />NPS3 <br />Playcraft <br />Miracle Playsystems <br />Ross Recreation <br />Redding, California <br />Grants Pass, Oregon <br />Oakland, California <br />Santa Rosa, California <br />On December 2, 2015, the consultant selection committee interviewed the four firms and <br />chose Playcraft as the most qualified to assist the City with the project. Playcraft had <br />recently completed more than twenty playgrounds for the San Mateo School District and <br />has also completed a number of other projects around the Bay Area. Playcraft <br />manufactures all their play equipment in -house and also has an established relationship <br />with a local installer. The business model of manufacture and install differed from all <br />other interested firms who work as distributors of equipment manufactured by others. <br />The selection committee worked with Playcraft to choose a theme, design, and refine the <br />playgrounds. Several draft playground designs were presented to the City until the final <br />design was determined. That design is attached to this staff report. As Playcraft does all <br />their own design work, the design includes a number of custom elements specific to this <br />playground, including the 'oak tree like" shapes on top of structural posts. Once the final <br />playground design was chosen minor modifications were made to the design of the play <br />area itself to accommodate the use zone of the play equipment and to provide stronger <br />connections between the play areas. <br />Page 2 of 3 <br />
