3,Project Description <br /> Economic and Fiscal Element <br /> Economic Base <br /> Goal 2: Sustain the community's quality of life with a vigorous and diverse economy. <br /> Policy 1: Enhance Pleasanton's diversified economic base through an aggressive <br /> business retention and expansion program. <br /> Program 1.1: Establish a business retention and expansion program that <br /> identifies needs and constraints to current business operations, and <br /> acknowledges the contributions and importance of existing businesses. <br /> Policy 3: Strengthen the retail sector. <br /> Revenue System <br /> Goal 4: Maintain a diverse and stable revenue system. <br /> Sustainable City Finances <br /> Policy 18: Strive to maintain a diversified and stable revenue base that is not overly <br /> dependent on any land use, major taxpayer, revenue type, restricted revenue, inelastic <br /> revenue, or external revenue. <br /> Subregional Planning Element <br /> Goal 1: Achieve a coordinated,efficient, and environmentally sensitive pattern of <br /> development in the Tri-Valley area. <br /> Policy l: Ensure that new development occurs in a compact community-centered <br /> pattern which supports existing communities, improves mobility, minimizes public <br /> infrastructure costs, protects natural resources,and supports economic activity. <br /> Development Assumptions <br /> For the purpose of establishing the boundaries of analysis in this SEIR, various assumptions have <br /> been made regarding the level of development to be accommodated within the EDZ area.The <br /> assumed levels of development include new development on private property, and associated <br /> infrastructure improvements, in one or more phases. <br /> No specific development projects have been proposed within the EDZ area. Detailed planning <br /> applications for specific development projects within the EDZ area would be submitted to the <br /> City at a later date. <br /> Potential New Uses <br /> While the extent of future development under the EDZ is unknown,the EDZ will provide <br /> parameters for future development that may take place. The uses authorized by the EDZ within <br /> the EDZ area include,as defined below, club retail (also known as warehouse club), hotel, <br /> recreational,office/commercial, and small- and large-format retail establishments.
