ATTACHMENT 2 EDVCATIONADVISOK1100ARD Altamont GandEl(SettlementAgreement 201 S A nnual 12ep ort Background In 1999,the cities of Livermore and Pleasanton,the Sierra Club and the Northern California Recycling NCRA Association(NCRA)entered into a settlement agreement with Alameda County and Altamont Landfill.The Chair Altamont Landfill Settlement Agreement created the Altamont Education Advisory Board to propose Ruth A66e allocation of funds in the Education Account for recycling education programs,job training in the field of waste prevention and recycling and mitigating the impacts of the landfill operations in the affected community. Funds generated from the$0.34 per ton surcharge amount to approximately$500,000 annually. City of Livermore There are five voting members on the Education Advisory Board:one appointed by the Livermore City Nice-chair Council;one appointed by the Pleasanton City Council;two appointed by NCRA;and the Alameda County Tenna catty Recycling Board's Environmental Educator. The role of the Education Advisory Board is to annually propose the allocation of funds from the Education City of'Pleasanton Account by submitting an Expenditure Plan by April 1 of each year.Concurrence of Alameda County,the Vacant cities of Livermore and Pleasanton,and NCRA on the Expenditure Plan is necessary before funds are allocated. NC�RA Funds are collected from the Altamont Landfill by the Alameda County Treasurer.The County then remits the annual allocation to the agency administering the funds(07-08 City of Pleasanton,08-13 and out years,City of Donna Ca6anne Livermore)for disbursal to grant recipients. 2015 Activities Alameda County The 2015 Expenditure Plan was approved by each of the parties in the spring of 2015.The Expenditure Plan cycling Board proposed the following allocations: Toni Stein Board Communications,website $5,000 Mini-Grants $130,000 Board Assistant Project Grants $265,000 LaurenArnerich Board Initiated Project Grants $60,000 Multi-Year Grants $16,000 ALARM mitigation projects $10,000 Fund administration $30,000 TOTAL $516,000 Based on the allocation established by the Expenditure Plan,the Education Advisory Board released a Request for Grant Applications for mini-grants,project grants,board initiated project grants and multi-year grants pursuant to the guidelines established in the settlement agreement. Mini-grants, The Education Advisory Board awarded 49 Mini-Grants for projects meeting the grant criteria,as follows: Mini-Grant#: 15-01 Wee Poets,Wee Poets Recycles,Berkeley,West County,$3,000.00-Funds will be used to produce 4,30 minute videotapes titled"Eliminating Landfills". Videotapes will emphasize and promote source reduction,recycling,and purchase of recycled goods. Mini-Grant#: 15-02 Arroyo Secco School,Arroyo Secco School Hydration Station,Livermore,East County,$1,513.91—Funds will be used to purchase and install a hydration station to reduce the number of plastic water bottles being purchased,eliminate plastic water bottles being sent to the landfill,reduce solid waste costs,encourage the consumption of reusable water containers,and provide a safer and healthier learning environment for students,staff and visitors to the school campus.
