Approved and authorized the City Manager to execute an agreement with Mission Valley Sports Officials, Inc. in the amount of$105,000 for Umpire Collective Services Enaineerinq 11. Waived full reading and adopted Resolution No. 16-827 accepting right of way dedication on Hopyard Road and authorizing the quitclaim of a portion of the northeast corner of Johnson Court 12. (a) Waived full reading and adopted Resolution No. 16-828 establishing an interim City Policy to not accept application for pre-annexation or annexation in Happy Valley; with exceptions for a health and safety emergency; and (b) approved and authorized the City Manager to execute a professional services agreement with RMC Water and Environment in the amount of $31,546 to study infrastructure improvements necessary and cost to extend sewer and water utilities into the unincorporated Happy Valley Area; authorized the use of $35,000 from the General Fund Contingency and allocate it to Engineering Professional Services to fund the study 13. Approved a contract change order Additive Bid 3 with Cleary Brothers Landscape, Inc. in the amount of $349,687.50 for the Bernal Avenue at 1-680 Landscape Improvement project, CIP No. 155006 and appropriated $349,689.50 from Fund 169 (Bemal Interchange Developer Fee Account) to CIP No. 155006 to cover the cost Finance 14. Approved and authorized the City Manager to execute an agreement with Maze & Associates Accountancy Corporation in the amount of$80,565 for auditing services (Narum abstained) Operation Services 15. Waived full reading and adopted Resolution No. 16-829 extending the term one additional year of the Committee on Energy and the Environment until April 30, 2017 MOTION: It was m/s by Narum/Pentin to approve the Consent Calendar as recommended and as noted. Public Comment David Melaugh stated that over 6,000 signatures had been collected in support of the referendum and is confident they will qualify for the ballot. He noted the supporters of the referendum including local newspapers and former and current elected and appointed officials, the Pleasanton Voters organization, and proponents of Measure PP. There is deep concern over new developments in Pleasanton and their impact on traffic, schools, and the water supply.
