BACKGROUND <br /> Item 12a on tonight's City Council agenda details the reasons this study is necessary. In <br /> summary several properties in the Happy Valley area have requested "out of service area" <br /> connections to the City's sewer and water utility system. These requests require LAFCo <br /> consideration and approval. Because of the number of applications coming forward, <br /> LAFCo has requested the City take a comprehensive look at what is required to service <br /> every property in the Happy Valley area with sewer and water. <br /> DISCUSSION <br /> This comprehensive study of the sewer and water improvements necessary to serve the <br /> Happy Valley area will comply with LAFCo's request. Further, this study will provide <br /> information to the City Council that may be useful in determining a policy about how to <br /> process requests for utility connections in the future. Currently the policy is to accept <br /> and evaluate applications to connect to sewer and/or water on a case-by-case basis.
