Under Option 2, the City would continue to accept and process requests for annexation <br /> and pre-annexation in Happy Valley while the study is being prepared. This would not <br /> allow for a comprehensive evaluation of infrastructure requirements, and would, in the <br /> interim, require individual applications to LAFCo (which members of the LAFCo board <br /> have criticized as piecemeal). <br /> A draft resolution is included as Attachment 2 should the City Council wish to adopt this <br /> option. <br /> ENVIRONMENTAL ASSESSMENT <br /> The policies under either option are exempt from any further requirements of the <br /> California Environmental Quality Act as provided by Title 14 California Code of <br /> Regulations §15262 as they relate to a feasibility and planning study for Happy Valley <br /> utilities. <br /> CONCLUSION <br /> Staff recommends that Option 1 would be most appropriate, particularly given the <br /> directive from LAFCo on conducting the water and sewer study for Happy Valley.
