Assessment/benefit district(s) may be formed through the City for any Plan Area public <br /> sewer facility expansions. In such case(s), a minimum of 70 percent of the cost of <br /> facility construction must be guaranteed by private participants. The remaining cost <br /> may be fronted by the City to help defray the cost of fronting the improvements by <br /> existing homeowners and new home developers. This would also avoid making <br /> existing homeowners and new homebuilders pay the full cost of construction when up <br /> to 30 percent of the landowners may not yet care to participate. Full pro rata share cost <br /> payment, plus interest, shall be required for those within an assessment/benefit district <br /> who choose to participate at a later time. <br /> • New home developers will fund the cost of line extensions to their sites beyond those <br /> constructed for the Golf Course and their pro rata share (where applicable) of the cost <br /> of oversizing the lines and pump station constructed for the Golf Course. They shall <br /> also be responsible for applicable connection fees and on-site improvements. <br /> • Existing homeowners will have the option of connecting to the City sewer system. <br /> Those choosing to connect will fund the costs of line extension to their sites beyond <br /> those constructed for the Golf Course and their pro rata share (where applicable) of the <br /> costs of the lines and pump station constructed for the Golf Course. Existing <br /> homeowners who connect their homes to the City sewer system will be required to <br /> remove or fill existing on-site septic tanks. Those choosing not to connect may retain <br /> their private sewage system, subject to standard public health and safety standards. <br /> The Sycamore Road area is currently supplied with water and sewer mains, with laterals, <br /> installed by Greenbriar Homes as part of the North Sycamore Specific Plan. Properties on the <br /> south side of Sycamore Road in the unincorporated County can only connect to these pursuant <br /> to City policy. A reimbursement for the cost of the laterals is also established through the <br /> Greenbriar/North Sycamore Specific Plan process. <br /> SEWER/WATER SERVICE TO ALISAL STREET AND SYCAMORE ROAD <br /> PROPERTIES <br /> The water/sewer systems as described above to serve these streets are either currently in place <br /> (Sycamore) or will be built by the Golf Course project. These are also the two streets affected <br /> by Golf Course traffic (and construction on Alisal Street) in the time period before a bypass <br /> road is built. Given the physical presence of utility laterals and the impacts of the Golf Course <br /> project, it may be warranted to review the City's policies for connections to properties still not <br /> annexed. <br /> Four options are available: <br /> SR:02:284 <br /> Revises SR 02:276 11/19/02 Page 7 of 10 <br />
