City Council <br /> Staff Report <br /> December 3, 2002 <br /> Revises Report Dated November 19,2002 <br /> Public Works Department <br /> Planning Department <br /> SUBJECT: CITY POLICY FOR CONNECTION TO SEWER AND WATER <br /> SERVICES IN THE HAPPY VALLEY AREA <br /> STAFF RECOMMENDATION: <br /> Determine which of the options the Council wishes to use within the areas <br /> where laterals will be installed along Alisal Street and Sycamore Road. <br /> SUMMARY: Past policy has been to require annexation for sewer and water service. <br /> Exceptions, however, have been made for health/safety reasons, where <br /> pre-existing obligations exist, and, in the Remen Tract area, where <br /> pre-existing lots exist. The City has reviewed requests to serve existing <br /> development outside of the City limits on a case-by-case basis and in <br /> recent years has approved service connections (once authorized by City <br /> Council) by use of pre-annexation agreements. The Golf Course project <br /> will bring sewer/water laterals to properties (extended to the right-of-way <br /> only) along Alisal Street; and laterals already are installed within the street <br /> area along Sycamore Road. These two streets bear the traffic impacts of <br /> the Golf Course project until a bypass road is built. Council asked to <br /> revisit the connection policy within this area. <br /> Costs to connect to sewer and water services have been estimated to be <br /> approximately $34,000 to $50,000 for each residence along Alisal Street. <br /> In the written staff report to City Council at their meeting of November <br /> 19, it was indicated that this cost estimate was exclusive of connection <br /> fees. However, it has since been determined that this cost estimate <br /> includes connection fees as was verbally reported to Council at the meeting <br /> of November 19.
