Facts in Support of Finding <br /> The City of Pleasanton has adopted the following measures which will reduce potential impacts <br /> to subsurface cultural resources to a less-than-significant level: <br /> Mitigation Measure 4.10-1: The following mitigation measures shall be required to reduce <br /> potential cultural resources impacts to a less-than-significant level: <br /> a. A program of archaeological monitoring should be undertaken for all construction related <br /> earthmoving activities in the vicinity of the ranch complex and within 100 feet of the <br /> drainage as it exits the compound and flows west out of the Lund Ranch project area. <br /> The duration of the monitoring program should be determined by the project <br /> archaeologist in conjunction with the project sponsor and the Pleasanton Planning <br /> Department. In the event of any discovery, work should be stopped within 50 feet of any <br /> discovery until a proposal for the evaluation of the resource as required by CEQA <br /> guidelines has been submitted to the lead agency for approval. If evaluation of the <br /> resource through a program of hand excavation demonstrates that the resource is <br /> eligible for inclusion on the California Register of Historic Resources, a proposal for <br /> mitigation of impacts to the resource should be submitted to the lead agency for <br /> approval before work is allowed to recommence in the area of recorded archaeological <br /> deposit. <br /> b. In the event that historic archaeological deposits are uncovered during site monitoring, <br /> work should be halted within 20 feet of any discovery until the deposit has been <br /> evaluated for potential significance through a program of hand excavation if necessary. If <br /> it is determined that the deposit qualifies for inclusion on the California Register, a plan <br /> for mitigation of impacts to the resource should be submitted to the lead agency for <br /> approval before any actual mitigation efforts are undertaken prior to the continuation of <br /> grading operations. Mitigation can include the recording in situ and/or removal of <br /> additional historical materials by an archaeological team for later analysis combined with <br /> continued monitoring of earthmoving activities in the vicinity of any discovery. <br /> Significant Impact <br /> Impact 4.10-2: The project proposes to remove the entire ranch complex and most of the <br /> vegetation associated with it. <br /> Finding <br /> Changes or alterations have been required in, or incorporated into, the project which mitigate or <br /> avoid the significant effects on the environment. <br /> Facts in Support of Finding <br /> The City of Pleasanton has adopted the following measures which will reduce potential impacts <br /> related to removal of the ranch complex to a less-than-significant level: <br /> Mitigation Measure 4.10-2: The following mitigation measures shall be undertaken prior to the <br /> issuance of a demolition permit for the ranch complex: <br /> a. Historical site records shall be prepared which include the description of all existing <br /> elements of the ranch complex along with photo documentation of them, including: (1) all <br /> structures and/or remains of structures mentioned in the 1990 and 1999 report and <br /> others; (2) the Quonset hut located up creek from the main house; (3) all other historical <br /> LUND RANCH II(PUD-25)RESIDENTIAL PROJECT 19 FINDINGS <br />
