If the site cannot accommodate the distance requirements, an <br /> accommodation could be worked out with staff. <br /> Alexandra Nelson, representing the Alameda County Public Health Department's Tobacco <br /> Prevention Program, thanked the Council for reviewing these recommendations and made <br /> suggestions including banning smoking reasonable distances from commercially zoned buildings <br /> and making all events requiring public permits smoke free. She stated there could be confusion if <br /> a Conditional Use Permit holder could elect to have their event include smoking if the event were <br /> to be held in a City park, as the City has previously banned smoking in public parks. She affirmed <br /> the previous speaker's comments regarding Housing and Urban Development's 100% smoke free <br /> rule and stated that the policy is currently open for public comment. In closing she suggested that <br /> the City review policies implemented by the Cities of Alameda and Berkeley which have smoking <br /> prohibitions in condominium developments and that most complaints received through the County <br /> are for smoking in multifamily residences. <br /> Noting there were no further members of the public who elected to speak, the Mayor closed the <br /> public hearing. <br /> In response to an inquiry from Councilmember Olson, staff affirmed that private multifamily <br /> developments such as Stoneridge and Las Positas determine their own regulations for smoke free <br /> environments. <br /> In response to an inquiry from Councilmember Brown, staff affirmed that the enforcement and <br /> signage would be for the Downtown street region, not non City-owned buildings. City staff would <br /> assist event promoters with enforcement of the non-smoking prohibition at their event, and that <br /> private event promoters would be responsible for signage at their events. City staff would be <br /> responsible for signage at City-sponsored events. <br /> Councilmember Brown stated that she was in support of a smoking ban at all City events. <br /> Councilmember Pentin expressed support for a smoke-free Pleasanton, however, he noted that <br /> smoking is an addiction and was concerned of the potential for smokers to be removed from their <br /> rental housing because of this addiction. He did express support for directing staff to review <br /> gradual smoking prohibitions in multi-family residences and that all Downtown events, whether <br /> City sponsored or private, should be completely smoke free. <br /> Councilmember Pentin made a motion to accept staffs recommendation for this item with the <br /> addition of banning smoking for all Downtown events, whether City sponsored or private. <br /> Councilmember Brown seconded that motion, especially the need to have all Downtown events <br /> and City buildings declared smoke free. <br /> In response to an inquiry from Councilmember Narum, staff stated that in the proposed motion <br /> smoking would be prohibited in the area that the streets are closed off for the event in the <br /> Downtown area. <br /> Councilmember Olson expressed concerns regarding prohibiting smoking in single-family <br /> residential neighborhoods. <br /> Councilmember Pentin expressed support for studying the issue regarding single-family <br /> residences so that Council can deliberate the matter. <br /> Councilmember Narum expressed concern that the PDA did not recommend a blanket-smoking <br /> ban for Downtown events and requested they be consulted before enacting such a policy. <br /> City Council Minutes Page 9 of 15 December 15,2015 <br />
