Councilmember Pentin stated that he has experienced second hand smoke at other Downtown <br /> events, such as First Wednesdays, and if smoking is banned in the entire Downtown area for <br /> events, smokers will just have to walk on other streets. <br /> Mayor Thorne affirmed that he was a "reformed" smoker and was going to support the motion as <br /> he is adamantly against smoking. He would like to see more information come back to the Council <br /> regarding smoking prohibitions in multifamily housing. <br /> Councilmember Narum wanted to clarify if the motion on the table was strictly about events in the <br /> Downtown area. <br /> Councilmember Pentin confirmed that he would like the other smoking prohibition matters <br /> discussed at tonight's meeting, such as multifamily residences, to return to the Council for further <br /> consideration by adding the items to the Work Plan. <br /> Mayor Thorne stated he was in favor of receiving information regarding smoking prohibitions in <br /> multifamily residential areas as quickly as possible. <br /> MOTION: It was m/s by Pentin/Brown to approve staffs recommendation and Introduce and <br /> waive first reading of Ordinance No. 2136 amending Municipal Code sections 9.24.040 and <br /> 13.08.190 regarding Smoking Restrictions for Events in the Downtown and to amend the City <br /> Council Work Plan Priorities to include a Study of Smoking Restrictions in Multifamily Rental <br /> Housing. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown Narum, Olson, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 20. Consider the 2016 City Council Committee Assignments and the appointment of Councilmember <br /> City Manager Neslon Fialho notes that the list of the recommended assignments had been <br /> provided in the agenda packet. <br /> Mayor Thorne stated that the City Council members serve on various outside committees as an <br /> adjunct to their regular duties. He thanked the Council for their service, acknowledged the service <br /> of Councilmember Brown as Councilmember for 2015, and expressed support for Councilmember <br /> Narum to serve as Councilmember in 2016. <br /> MOTION: It was m/s by Brown/Olson to approve the 2016 City Council Committee Assignments <br /> as presented and approve Councilmember Narum to serve as Vice Mayor in 2016. Motion passed <br /> by the following vote: <br /> • <br /> Ayes: Councilmembers Brown Narum, Olson, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 21. Public Hearing: Consider interim year 2016 rate adjustment application by Pleasanton Garbage <br /> Service Inc. <br /> Assistant City Manager Brian Dolan introduced the staff report, which included review of the <br /> request for a 2016 rate adjustment by Pleasanton Garbage Service (PGS). Staff provided a quick <br /> summary of the staff report, franchise agreement, annual rate adjustments allowed, and the new <br /> rate manual that incorporates the new rate calculation methodology.
