2. Due to increases in the amount of water now purchased <br /> from Zone 7 and the rate increases imposed by the Zone upon the <br /> City of Pleasanton as a water user, the City's water rate struc- <br /> ture, unless revised, will cause the City to experience a <br /> $240,000 deficit over the next 18 months. A rate schedule <br /> adjustment is required at this time in order to prevent the <br /> City from experiencing such a large deficit. <br /> <br /> 3. This increase is designed as a interim measure until <br /> <br /> such time as the City is able to undertake a major water rate <br /> study to determine a fair and equitable amount to be charged <br /> customers of the City for water received, both from City wells <br /> and from Zone 7. <br /> <br /> 4. This ordinance must be in effect in order to protect <br /> <br /> the public health, welfare and safety and to insure that there <br /> are sufficient funds available from users of the City's water <br /> system to enable the City to meet increased expenses and oper- <br /> ating costs. <br /> <br /> Section 5.
