CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA ORDINANCE N0. 753 AN ORDINANCE AMENDING SECTION 2-16.07, ARTICLE 1 (REGULATION OF WATER SYSTEMS AND WATER SERVICE FEES), CHAPTER 9 (WATER), TITLE II (ZONING AND DEVELOPMENT) OF THE ORDINANCE CODE OF THE CITY OF PLEASANTON RELATING TO FEES AND CHARGES FOR WATER RATES AND ADOPTING THE SAME AS AN URGENCY ORDINANCE. THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY ORDAIN AS FOLLOWS: Section 1. Section 2-16.07 (Water Rates and Charges), Article 1, Chapter 9, Title II of the Ordinance Code of the City of Pleasanton is hereby amended to read as follows: Sec. 2-16.07 Water Rates and Charges. There is hereby levied and assessed upon all premises connected with the water system a service charge based upon the size of the water meter to the premises and a charge based upon the amount of water flow through said meter, both of which said charges shall be paid. The amount of the service charge and the charge for water used shall be in accordance with the amount specified in the Resolution Establishing Various Fees and Charges for Municipal Services of the City of Pleasanton. Section 2. The City Council hereby declares that should any section, paragraph, sentence or word of this ordinance be declared invalid for any reason, the Council would have passed all other portions of this ordinance independent of the elimination herefrom with any such portion as maybe declared invalid. Section 3. This ordinance shall become effective immedi- ately upon its introduction and adoption by a four-fifths vote of the City Council as an urgency measure. Section 4. The circumstances creating the urgency are as follows: 1. The City of Pleasanton has not increased its water rates since 1970 and during that ~irne the cost for supplying water by the City of Pleasanton has increased substantially.
