PUBLIC NOTICE <br /> Notice of these applications and the City Council public hearing was sent to surrounding <br /> property owners and tenants within a 1,000-foot radius of the site. Staff has provided <br /> the location and noticing maps within the attached Planning Commission staff report <br /> (Exhibit H, Attachment 2) for reference. At the time this Council report was published, <br /> staff had not received any public comments regarding the Council notice. However, <br /> public correspondence was received during the noticing period for the Planning <br /> Commission hearing on December 9, 2015. That correspondence is attached as <br /> Attachment 4. <br /> ENVIRONMENTAL ASSESSMENT <br /> Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section <br /> 15061(b)(3), Review for Exemption, the proposed project is exempt from CEQA <br /> because it has been determined with certainty that the project would not have the <br /> potential for causing a significant effect on the environment. Therefore, no <br /> environmental document accompanies this report. <br /> CONCLUSION <br /> The proposed project would establish a pedestrian-oriented retail use on the ground- <br /> floor along Spring Street, ground-floor and upper floor offices, as well as five new <br /> residential units, which would generally introduce activity along this segment of Spring <br /> Street. The proposed building architecture and site landscaping are attractive, <br /> compatible with the surrounding development and buildings, and meet all applicable <br /> requirements of the Pleasanton Municipal Code, Downtown Specific Plan, and <br /> Downtown Design Guidelines, as conditioned. A new storefront along Spring Street will <br /> add interest to the streetscape and encourage pedestrian activity in and around Main <br /> Street.
