BACKGROUND <br /> The State of California has been experiencing drought conditions since 2012, and over <br /> that last several years, the City of Pleasanton has engaged in ongoing efforts to provide <br /> educational outreach to its residents and business community on water conservation <br /> efforts, including home and office visits for the Controller Assistance Program (program <br /> irrigation systems & detect leaks), enforced prohibitions on water waste, provided free <br /> water-efficient sink aerators and shower heads and engaged in compliance efforts and <br /> provided an appeals process for excess water use penalties. <br /> In addition, the City has coordinated its water conservation efforts with all of the <br /> interrelated agencies that comprise the water system in the Tri-Valley: the Department <br /> of Water Resources (DWR) that supplies the majority of our source water from the <br /> Delta; the local water wholesaler Zone 7 Water Agency (Zone 7); and the Dublin San <br /> Ramon Services District, the City of Livermore and the California Water Service <br /> Company. <br /> • <br /> As a result of these efforts, the Tri-Valley has consistently reported some of the highest <br /> water conservation levels in the entire State. <br /> Below is a timeline of the water conservations measures and efforts to date. <br /> Drought Timeline <br /> • Jan 2014 State declares a drought emergency and requests statewide <br /> voluntary water reduction of 20% <br /> e Feb 2014 City adopts Stage 1 Water Conservation Plan with voluntary 20% <br /> • May 2014 DWR reduces water allocation to Tri-Valley through Zone 7 to 0% <br /> City adopts Stage 3 Water Conservation Plan with mandatory 25% <br /> e Aug 2014 State adopts new prohibited activities to reduce water waste <br /> (already adopted prior by City) <br /> • Dec 2014 City conserves 27.8% through 2014 compared to 2013 <br /> City-owned meters conserve 45.2% <br /> 1.65 Billion Gallons Saved <br /> e Mar 2015 State adopts new prohibited activities to reduce water waste <br /> (adopted by City) <br /> • May 2015 State requires mandatory water reductions of 24% for City of <br /> Pleasanton through February 2016 <br /> e Dec 2015 City conserves 37.7% through 2015 compared to 2013 <br /> City-owned meters conserve 44.2% <br /> 2.23 Billion Gallons Saved <br /> a Jan 2016 State considers extending mandatory restrictions through October <br /> 2016 <br /> Page 2 of 6 <br />
