BACKGROUND <br /> The Pleasanton Municipal Code requires City Council approval of parades and special <br /> events which necessitate the temporary closure of City streets and temporary parking <br /> restrictions. <br /> DISCUSSION <br /> During 2016, twenty-five special events are planned which will require street closures; <br /> fifteen events involve the closure of Main Street. Individual operational reports covering <br /> staffing and street closures will be generated for each event as the year progresses. <br /> Staff recommends that Council approve these events for the calendar year 2016. <br /> Advance approval for the majority of events will streamline the approval process without <br /> sacrificing City input and control. <br /> If approval is granted for the stated events, the Police Department will continue to <br /> process all event applications as in prior years. Event organizers will be required to <br /> submit a parade/street closure application, an insurance policy to indemnify the City <br /> from liability associated with the event, and detailed information about the operation of <br /> the event. Police Department staff will ensure event organizers effectively manage <br /> community notifications of potential event impacts as well as associated roadway <br /> closures. <br /> Prior to each event, the Police Chief will declare that an unusual condition exists, <br /> thereby allowing City streets to be temporarily closed and authorizing temporary parking <br /> controls on affected streets to be enforced. <br /> Submitted by: Fiscal Review: Approved y: <br /> /liacl/N <br /> David C. ill / Tina Olson Nelson Fialho <br /> Police Chief Director of Finance City Manager <br /> Attachments: <br /> 1.
