9. No signage is part of this approval. All signage for the commercial portion of the <br /> project shall conform to the requirements of the Pleasanton Municipal Code, <br /> Downtown Revitalization District requirements, and the Downtown Design <br /> Guidelines. A Sign Design Review application shall be required. <br /> 10. Prior to issuance of a building permit, the applicant shall pay the current surface rate <br /> for three parking spaces into the City's in-lieu parking fund for Downtown. <br /> 11. Prior to issuance of a building permit, the applicant shall submit a growth <br /> management application for Zoning Administrator review and action. The growth <br /> management approval shall be granted prior to issuance of a building permit. <br /> 12. The garage doors for the residential portion of the project shall be carriage-style <br /> consistent with those shown on Sheet A.13 of the project plans, Exhibit B, dated <br /> "Received October 5, 2015," on file with the Planning Division. <br /> 13. Prior to issuance of a building permit, the applicant shall submit a finished stucco <br /> sample for the homes. The stucco sample shall be subject to the review and approval of <br /> the Director of Community Development. <br /> 14. Prior to issuance of a building permit for the commercial portion of the project, the <br /> applicant shall submit design details for a trash enclosure for the commercial <br /> development. The trash enclosure shall be sized to accommodate both trash and <br /> recycling containers, and be on an accessible route. The trash and recycling containers <br /> shall be kept inside the enclosure at all times, except during pick-up times. The trash <br /> enclosure shall meet all City and Livermore Pleasanton Fire Department requirements. <br /> The trash enclosure location and design shall be subject to the review and approval of <br /> the Director of Community Development. <br /> 15. Prior to issuance of a building permit for the commercial portion of the project, the <br /> applicant shall submit design details for all outdoor structures and furniture to be located <br /> within the "placita" or plaza. These details shall be subject to the review and approval of <br /> the Director of Community Development. This condition shall be applicable to all uses <br /> that occupy the commercial portion of the project including those that do not have <br /> outdoor dining as part of their use, but still intend to place structures within the "placita" <br /> or plaza. <br /> 16. Prior to issuance of a building permit, the applicant shall prepare a noise study for the <br /> residential lots. Details of any recommended noise mitigation shall be submitted in <br /> conjunction with the plans submitted for issuance of building permits and shall be <br /> subject to the review and approval by the Director of Community Development prior to <br /> issuance of building permits for the project. The applicant's noise consultant shall <br /> review the applicable noise mitigations shown on the building permit plans to ensure <br /> that the recommendations have been properly incorporated into the design.
