Ordinance No. <br /> Page 4 <br /> violation of any provision of this chapter is committed, continued or permitted by such <br /> person and shall be punished accordingly. <br /> Section 2. This urgency ordinance is exempt from the California Environmental <br /> Quality Act (CEQA) pursuant to Title 14 Cal. Code of Regulations §15061(b)(3) which is <br /> the general rule that CEQA does not apply where it can be seen with certainly that there <br /> is no possibility that the activity may have a significant effect on the environment. <br /> Section 3. A summary of this urgency ordinance shall be published once within <br /> fifteen (15) days after its adoption in "The Valley Times", a newspaper of general <br /> circulation published in the City of Pleasanton, and the complete urgency ordinance <br /> shall be posted for fifteen (15) days in the City Clerk's office within fifteen (15) days after <br /> its adoption. <br /> Section 4.
