MEETING OPEN TO THE PUBLIC <br /> 7. Public Comment <br /> Carl Cox, owner of Shell Service Mr. Cox stated that he is bias and against the Johnson Road re- <br /> zoning project for personal reasons. While this project, if approved, will draw consumers away from his <br /> station at a rate of approximately 30 percent, and opening a Costco that operates their own gasoline <br /> station, would create bigger issues and the project will not just affect him but all citizens within the <br /> community as it will bring a huge influx of traffic to an intersection that is already flooded with traffic and <br /> air pollution. <br /> Mayor Thorne educated the public on the Johnson Drive project. Currently, the City is going through the <br /> process of gathering information for an economic development zone. Part of this process is to create an <br /> environmental impact report, which involves public meetings and comments. Upon completion of this <br /> report if the project involves having a Costco implementation, additional meetings will be head between <br /> City Council and the planning Commission, which will be broadly publicized to the community. At the <br /> moment, the City is not looking at a specific project, as there is none submitted. Mayor Thorne advised <br /> the citizens of Pleasanton that at the moment, the City is in the gathering of information phase and if a <br /> project is selected, there will be numerous meetings held that will be publicized where the residents can <br /> voice their opinions. <br /> Carrie Cox, owner of two Cox family stores, stated that since the last City Council meeting held, she <br /> spoke to various residents who visited their stores regarding the Johnson Drive Project. She informed <br /> Council that in conversations with the residents, none of them knew of the proposed project and are <br /> against the project. She read several comments she received from the residents regarding their <br /> displeasure of the Johnson Road project. <br /> Bill Wheeler, owner of Black Tie Transportation, said there many stores already situated within the <br /> radius of Johnson Drive and the influx of traffic with adding a box store like Costco. Small business <br /> owners within the community will be affected by this project and plead with the Council to continue to <br /> uphold the quality of life for the citizens of Pleasanton by not approving and moving forward with the <br /> project. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 8. Continued from November 17, 2015 - Public Hearing: PUD-25, Greenbriar Homes/Lund Ranch <br /> II — Consider introduction of ordinances (1) approving a Planned Unit Development (PUD) Rezoning <br /> and Development Plan approval to construct 50 single-valley, two story homes and related <br /> improvements on the approximately 194.7-acre Lund Ranch II property located at 1500 Lund Ranch <br /> Road at the end of Lund Ranch Road, and (2) Development Agreement to vest entitlements for the <br /> project; and approval of a resolution certifying the Final Environmental Impact Report (EIR) prepared <br /> for the project <br /> Assistant City Manager Brian Dolan indicated that the applicant, Greenbriar Homes/Lund Ranch II <br /> submitted new information for the Council to consider. <br /> Mayor Thorne reiterated that the applicant of Greenbriar Homes/Lund Ranch II has submitted new <br /> information for the Council to consider. Mayor Thorne noted that once the applicant has finished their <br /> presentation he would open the public hearing. He noted that the Council has received requests by <br /> residents within the neighborhood of the proposed project to continue this item until December 15, 2015 <br /> and that some Councilmembers may have interest in continuing the item.
