Mayor Thorne added that LAFCo could send him a letter as they would like to see the city annex all of Happy Valley and that one of the things that they had done was eliminate all of their fees for people and that it was done for two reasons. One reason is to get it annexed and the other reason is that they're trying to get rid of all of the septic tanks in Happy Valley. In doing so they are eliminating all of their fees so he asked LAFCo to send him a letter and the City of Pleasanton would consider eliminating its part of the fees. He noted the City could not do anything about DSRSD or Zone 7 but believes through our liaison committees encourage them strongly to reduce their fees so that we can get rid of all the septic tanks and eliminate the need for a bypass road. Councilmember Brown noted that the comments Mayor Thorne noted were not items on the agenda and questioned if they were ok to be discussed. Mayor Thorne conferred with City Attorney Lowell. City Attorney Lowell stated this was related to the councils actions and that it was basically asking staff to bring these items back to council as a plan in the future on how to accomplish those items. Councilmember Brown noted unlike the traffic mitigation which the city would be starting immediately or moving forward she would consider agreeing with it. City Manager Fialho noted it all has to come back to council for approval and Councilmember Brown noted as long as it was clear all three items need to come back to council for approval. Councilmember Olson noted that he felt strongly about the situation on Junipero and felt it needed to be dealt with right away before the project is completed at Bernal and Stanley and before anything starts on Lund Ranch II. Councilmember Narum agreed and noted resolving the bypass road or trying to resolve it would help to understand the traffic in that neighborhood better and would take care of some other things with the County they could be working with Supervisor Miley. Councilmember Brown agreed and noted mapping of the ridges has been discussed for many years and it's something very welcomed. She stated the rerouting of traffic off of Sycamore Creek should be discussed as a bypass road alternative and Happy Valley as an alternative to Sycamore Creek and supports the idea of bringing it back to the Council. Continued from November 17, 2015— Receive an update on Kottinger Gardens Project Abby Goldberg, Mid-Pen, gave an update on the Kottinger Gardens Project and noted the recent HUD disposition approval to remove the Kottinger property from public housing and donate the site to the City. Several financing commitments were received with the largest being from City, Alameda County and the Housing Authority is committing Section 8 vouchers. The Kottinger Gardens Project received a tax credit award in September, 2015 and has 180 days to close the financing and start construction. The building permit application was submitted to the county in September and permits should be ready to pull within the first quarter of 2016. City Council Minutes Page 14 of 16 December 1, 2015
