NO <br /> FULL TEXT OF MEASURE F <br /> THE PLEASANTON RIDGELANDS AREA PLAN INITIATIVE <br /> The People of the City of Pleasanton do hereby ordain as follows. <br /> Section 1. Declaration at Purpose <br /> the purpose of this measure is to: 1 <br /> A Preserve the remaining agricultural opan space of the Ridgetands: <br /> B. Enhance Me values of open space and park uses In Inc Ridgelands:and <br /> C. Atrncriae the entering into an agreement to coordinate the policies u1 Hayward. Pleasanton and <br /> Alameda County so that Me purposes of this measure can be acccmplisned. <br /> Section 2. Findings <br /> A. The Ridgelands Area covered by this measure includes approximately 13.000 acres generatiy <br /> bounded by 1.580. Palomares Road, odes Canyon Road,and the 670 loot Residentrat'Open Space boundary <br /> along Footnill Road in the Pleasanton General Plan excluding the existing communities of Sunol,Kilkare Canyon. <br /> and Castlewood.and as shown on Ice attacheo Exhibit"A."Part 01 the Ridgelands Area is within Hayward.part <br /> is within Pleasanton and the remainder is unincorporated area of trio County. <br /> B. The Rrdgelands Area is largely comprised of steeply sloping, heavily forested land,which now is <br /> primarily pasture open space and which otters opportunities for high value active and passive open space use. <br /> both park and quasi-public.Significant development of the Ridgelands Area and the necessary infrastructure to <br /> servo such development would impact the views of the Ridge-lanes Area,be an expensive and inefficient use o1 <br /> public resources,occur in potentially unstable.sloping areas which are relatively difficult for emergency services <br /> to reach,impair areas of important continuous native habitat.rrrc uding riparian corridors,thereby narming the <br /> wildlife that relies on these areas for its survival as well-as reducing the diversity of species,and decrease,it rut <br /> eliminate,the economic viability of agricultural areas in the Ridgetands Area. <br /> C. Hayward, Pleasanton and the County each has land use and development policies which are <br /> applicable to the Ridgelands Area but each of which vary in many respects.Hayward.Pleasanton and the County <br /> have long recognized the Ridgelands Area as a valuable natural resource and a regional asset and recognize Prat <br /> protection of this resource will require the cooperation of each other. <br /> O. This cooperative effort has produced a consensus of objectives and polices for the Ridgelands Area <br /> which will ensure the preservation of permanent open space.recognize existing development and the potential <br /> for witted future development.and provide for improved access to public parklands, <br /> E. Hayward and ire County nave approved a Memorandum of Understanding wilt Pleasanton which <br /> requires Hayward and the County to use their best efforts to adopt into their General Pian goals and policies for <br /> the Ridgelands Area which are acceptable to Pleasan:on.Hayward has approved an amendment to hs General <br /> Plan which Incorporates goals and policies for the Ridgelands Area which are acceptable to the Pleasanton City <br /> Council. <br /> - <br /> PLIA•43 PLM-44 <br />
