Eight members of <br /> the public (including the applicant) spoke on the project. The comments were generally <br /> supportive of the proposal, although objections were raised regarding the proposed <br /> three-story building height and expanding commercial uses to the site. The Commission <br /> focused its debate on several items while considering the project, including but not <br /> limited to: the removal of on-street parking and the existing garage, and the appropriate <br /> amount of in-lieu parking fees the applicant should pay; whether the existing structure <br /> could be used for either residential or commercial uses (as proposed by the applicant) <br /> or solely for commercial uses (as recommended by staff); and whether the three-story <br /> residences and heights are appropriate at this particular location within the Downtown <br /> Specific Plan Area. After listening to public testimony and <br /> discussing the project, the Commission, on a 5-0 vote, voted to recommend approval of <br /> the project subject to staff's recommended conditions (Exhibit B, Attachment 1) plus a <br /> new condition requiring the applicant to install carriage style garage doors similar to <br /> those shown on Sheet A.13 within the project plans (Exhibit B, Attachment 4).
