services which is funded by an annual grant through the City's Housing and Human <br /> Services Grant (HHSG) program. <br /> Like the TVHOC, ECHO Housing is a HUD-certified housing counseling agency and has <br /> experience providing first time homebuyer education workshops (including several in <br /> Pleasanton each year) through grants received from the U.S. Department of Housing <br /> and Urban Development (HUD). <br /> The proposed agreement would establish a housing resource center at 141 North <br /> Livermore Avenue (the former TVHOC office) and would provide funds for a part-time, <br /> Livermore/Pleasanton dedicated homebuyer counselor (.57 FTE) and staff support <br /> (.51 FTE) to market and outreach (in accordance with the City's adopted preference <br /> system), to counsel low and moderate income first time buyers in developing savings, <br /> and to identify other resources for first-time home purchases. <br /> The center will serve as a referral point and ECHO will provide regularly scheduled <br /> walk-in hours a minimum of three days per week. Funds from Pleasanton and <br /> Livermore will be used to establish the program and will be leveraged to expand the <br /> program as ECHO is able to apply to other agencies for funds, including HUD. <br /> A summary of the scope of services includes: <br /> • Pre- and post-purchase counseling services including financial education, <br /> budgeting for down payment and homeownership, and identification of resources <br /> to assist with the purchase. <br /> • 6 homebuyer education workshops (based on a HUD-certified curriculum) to be <br /> provided bi-monthly to educate buyers about the residential real estate purchase <br /> process and meet the cities' program requirements. <br /> ® Maintain a list of households seeking housing opportunities and work with <br /> households to develop a pool of income eligible, mortgage qualified buyers who <br /> could participate in the cities' programs. <br /> Like the Hello Housing agreement, the proposed agreement with ECHO would <br /> commence January 1, 2016, and would establish a joint funding arrangement with the <br /> cities of Livermore and Pleasanton (the City of Livermore has already approved a <br /> similar services agreement). Under the proposal, the cities would share the costs <br /> equally during the contract term. The City of Dublin is currently analyzing the <br /> opportunity and could be added in the future which would potentially offset shared costs <br /> for the cities in the future. <br /> Term of Agreements <br /> As discussed above, the term for each of the two agreements is proposed to commence <br /> January 1, 2016, which is the halfway point of the current (2015/16) fiscal year. Each <br /> agreement would end after 18 months on 6/30/2017 (or at the end of FY 2016/17). <br /> After 6/30/2017, both agencies would be required to apply for future funding through the <br /> City's Housing and Human Services Grant (HHSG) program (i.e., they would apply in <br /> December 2016 for FY 2017/18 funding). <br /> Page 4 <br />
