In addition, the agreement is expected to create greater efficiencies at <br /> the staff level and ensure a higher level of program compliance through more regular <br /> and systematic monitoring of current BMR owners. <br /> If approved, staff will coordinate with Hello Housing in January to begin the process of <br /> onboarding (i.e., digitizing) of files necessary for the loan monitoring services and the <br /> establishment of BMR homebuyer services for any BMR new homes or resales. <br /> ECHO Housing <br /> As described earlier, the cities of Pleasanton, Livermore, and Dublin collaborated in <br /> 2014 to issue a Request for Proposals (RFP) to identify agencies that could administer <br /> applicant processing and homebuyer counseling services for the cities' BMR <br /> homeownership programs and other first time homebuyer programs, which were <br /> previously provided by the Tri-Valley Housing Opportunity Center (TVHOC). Hello <br /> Housing was selected as the firm most qualified to provide the BMR administration <br /> services requested in the RFP; however, Hello Housing does not provide first-time <br /> homebuyer education services required by the City's first time homebuyer programs <br /> and by many state and federal down payment assistance programs. <br /> In May 2015, TVHOC terminated its lease of the building owned by the City of <br /> Livermore at 141-A North Livermore Avenue. The agency reduced its staff and now <br /> operates out of space shared with National Budget Planners, a non-profit credit <br /> counseling agency. Any services currently provided by TVHOC to Pleasanton residents <br /> are credited against the existing debt obligation to the cities described in the <br /> Reorganization and Services Agreement between the TVHOC and the three cities <br /> executed in 2014. This agreement allows TVHOC to reduce its debt obligation to the <br /> cities through its remaining core services. It does not include targeted outreach and <br /> marketing of the cities' first time homebuyer programs or the development of a pool of <br /> qualified applicants for the cities' programs. <br /> ECHO Housing has a long history of providing fair housing services in the Tri-Valley <br /> from their office located at the Livermore Multi Service Center.
