Activity/ Total Actual/ Budget
Service Estd.#of Units FY2015-16 FY2016-17
BMR Unit/Loan Onboarding and Compliance 115
Monitoring(Fixed) (annual) $14,850 $14,375
New BMR Unit Sales Process ("Lotteries"), (0 forecast for $0 $0
Marketing and Applicant Screening FY 2016/17)
Resales of BMR Units &Other FTHB Program 10 to 15
Services(Variable/As Needed) (estimated) $20,800 $20,800
Subtotal: $35,650 $35,175
Additional Services Contingency(10%): $3,565 $3,518
Total: $39,215 $38,693
The implementation of the proposed service agreement will result in a higher level of
service to the public (both existing BMR owners as well as prospective first time
homebuyers). In addition, the agreement is expected to create greater efficiencies at
the staff level and ensure a higher level of program compliance through more regular
and systematic monitoring of current BMR owners.
If approved, staff will coordinate with Hello Housing in January to begin the process of
onboarding (i.e., digitizing) of files necessary for the loan monitoring services and the
establishment of BMR homebuyer services for any BMR new homes or resales.
ECHO Housing
As described earlier, the cities of Pleasanton, Livermore, and Dublin collaborated in
2014 to issue a Request for Proposals (RFP) to identify agencies that could administer
applicant processing and homebuyer counseling services for the cities' BMR
homeownership programs and other first time homebuyer programs, which were
previously provided by the Tri-Valley Housing Opportunity Center (TVHOC). Hello
Housing was selected as the firm most qualified to provide the BMR administration
services requested in the RFP; however, Hello Housing does not provide first-time
homebuyer education services required by the City's first time homebuyer programs
and by many state and federal down payment assistance programs.
In May 2015, TVHOC terminated its lease of the building owned by the City of
Livermore at 141-A North Livermore Avenue. The agency reduced its staff and now
operates out of space shared with National Budget Planners, a non-profit credit
counseling agency. Any services currently provided by TVHOC to Pleasanton residents
are credited against the existing debt obligation to the cities described in the
Reorganization and Services Agreement between the TVHOC and the three cities
executed in 2014. This agreement allows TVHOC to reduce its debt obligation to the
cities through its remaining core services. It does not include targeted outreach and
marketing of the cities' first time homebuyer programs or the development of a pool of
qualified applicants for the cities' programs.
ECHO Housing has a long history of providing fair housing services in the Tri-Valley
from their office located at the Livermore Multi Service Center. The proposed agreement
would be separate from the City's existing contract for tenant-landlord and fair housing
Page 3
