She therefore thinks the study needs to include a parking structure and she does not think the City has done a good enough job telling people where parking is located. She spoke to someone at the water summit and someone from Walnut Creek praised the facility but questioned the location of the parking. She suggested educated residents about where parking can be found. The Downtown is now very vibrant and the City does not want to lose its momentum. Vice-Mayor Brown said she supports the need for parking downtown and said the railroad corridor is full all the time. She asked if the 3 hour parking is monitored because she has never seen tickets being written. She also asked if employees or customers park there. Mr. Fialho said the City reduced enforcement in part because of the recession and they have re-started this. If enforcement is something the PDA wants the City to enforce, it can be done, but his sense is that they will want to discuss this before the City re-institutes enforcement.
