Regarding the initiative, Kay Ayala proposed a portion of the initiative be a clause <br />reducing the housing cap from 29,000 to 28,000 units and that the initiative be called the <br />Slow Growth initiative. She indicated that Tom Pico had overstated the housing cap <br />number to account for 2,000 units on the Bernal Property. The language Kay suggested <br />was dropped. <br />5. Exceptions were discussed in relation to the ridgeline /hillside protection portions of the <br />proposed initiative. The exact roadway exception in the San Juan Capistrano ordinance <br />was discussed and circulated in email. Though they saw language in other city initiatives <br />that have roadway exceptions, Steve and Kay never asked that any roadway <br />exception or exemption be included in the initiative. <br />6. I researched and compiled the series of state, a southern California and local East Bay <br />ridgeline preservation ordinances in anticipation of the Planning Commission agenda item <br />that was never placed on the agenda for the Planning Commission. Several of these local <br />ordinances and one state one were selected as ones appropriate for the initiative. <br />7. It was my idea to have the definition of a housing unit and the 'waiver' language in the <br />initiative. Steve was one of the participants in that series of sentences in the initiative. <br />8. In a review of my emails, Steve edited the definition of the housing unit multiple times <br />taking away the language that Brian and I put in there several times that indicated housing <br />units should not count 'second units.' <br />Paper handouts on voting Yes on Measure PP distributed to about 20,000 houses prior <br />the November 2008 election say "a mile long road spanning the top of many of our <br />Southeast Hills."
