,THE CITY OF A <br /> pL��S�4NTONo CITY COUNCIL AGENDA REPORT <br /> October 20, 2014 <br /> Community Development Department <br /> TITLE: PUD-25, GREENBRIAR HOMES COMMUNITIES, LUND RANCH II — <br /> CONSIDER INTRODUCTION OF ORDINANCES APPROVING (1) A <br /> PLANNED UNIT DEVELOPMENT (PUD) REZONING AND DEVELOPMENT <br /> PLAN APPROVAL TO CONSTRUCT 50 SINGLE-FAMILY, TWO-STORY <br /> HOMES AND RELATED IMPROVEMENTS ON THE APPROXIMATELY <br /> 194.7-ACRE LUND RANCH II PROPERTY LOCATED AT 1500 LUND <br /> RANCH ROAD AT THE END OF LUND RANCH ROAD, AND (2) A <br /> DEVELOPMENT AGREEMENT TO VEST ENTITLEMENTS FOR THE <br /> PROJECT; AND RESOLUTIONS: (1) CERTIFYING THE FINAL <br /> ENVIRONMENTAL IMPACT REPORT (EIR) PREPARED FOR THE <br /> PROJECT; (2) APPROVING A GROWTH MANAGEMENT AGREEMENT <br /> AND (3) APPROVING AN AFFORDABLE HOUSING AGREEMENT <br /> SUMMARY <br /> The proposed project would include 50 approximately 4,200-4,500-square-foot <br /> detached single-family homes to be constructed on the Lund Ranch II property, located <br /> southeast of the Bonde Ranch neighborhood, east of the Vintage Hills neighborhood, <br /> and northeast of the Sycamore Heights neighborhood. The homes would be clustered <br /> on approximately 34 acres of the 195-acre site in the lower elevations of the <br /> bowl-shaped property. The non-developed portion of the project would be permanent <br /> open space, owned by the City. The project is proposed to be accessed off of the <br /> existing dead-end of Lund Ranch Road. The primary issue associated with the project <br /> is the location of project access. Each adjacent and nearby neighborhood would prefer <br /> to avoid additional traffic from the development on its own streets. Residents of the <br /> Vintage Hills and Mission Hills neighborhoods believe that promises made by previous <br /> City Councils and subsequent planning assumptions should be adhered to, and support <br /> access limited to Sunset Creek Lane through the Sycamore Heights neighborhood. The <br /> Sycamore Heights and Bridle Creek neighborhoods believe that the provisions of <br /> Measure PP would prevent such an access route, which would require crossing an area <br /> containing a 25-percent and greater slope. They prefer the project as proposed, <br /> connecting to Lund Ranch Road. The Planning Commission voted 4-1 to support <br /> approval of the project, revised to be accessed only via a connection to Sunset Creek <br /> Lane in the Sycamore Heights neighborhood. <br /> PLANNING COMMISSION RECOMMENDATION <br /> On August 26, 2015, the Planning Commission recommended that the City Council <br /> (1) certify the Final EIR and approve the California Environmental Quality Act (CEQA) <br /> Findings and the Mitigation Monitoring and Reporting Program; (2) approve the <br /> Development Agreement; and (3) approve the PUD Rezoning and Development Plan as <br />
