BACKGROUND <br /> The City of Pleasanton recognizes the critical role of recycled water in providing a <br /> reliable water supply to its customers and in meeting water conservation goals as <br /> mandated by the Governor and the State Water Board. <br /> Dublin San Ramon Services District and East Bay Municipal Utility District Recycled <br /> Water Association's (DERWA) and the City of Pleasanton entered into an Agreement to <br /> Provide Recycled Water Treatment and Delivery Services dated January 7, 2014. When <br /> the agreement was drafted, it was anticipated that the point of connection of the <br /> Pleasanton system to DERWA would be located immediately outside the entrance to <br /> the treatment plant. During design of the Pleasanton purple pipe system currently under <br /> construction, it was determined that due to the depth of the DERWA pipeline and <br /> congestion of other utilities, the point of connection should be located approximately <br /> 1,500 feet downstream on property owned by Dublin San Ramon Services District <br /> (DSRSD). It was also decided that the connection to Val Vista Park should remain at its <br /> current location. <br /> DISCUSSION <br /> The relocation of the point of connection increases the DERWA operating cost for <br /> power for pumping. The proposed Amendment One provides for Pleasanton to pay <br /> DERWA a lump sum payment of $2,700 for increased electrical use associated with <br /> pumping Pleasanton recycled water. Pleasanton will also make a lump sum payment to <br /> DERWA of $166,000 for buy-in to the existing DERWA transmission pipeline from the <br /> treatment plant to the point of connection. Until Pleasanton's connection of the current <br /> purple pipe project has been completed to the Tassajara Reservoir, the Pleasanton <br /> recycled water system will be utilizing DERWA Reservoir R100.
