She therefore thinks the study needs to include a parking structure and she does <br /> not think the City has done a good enough job telling people where parking is located. She spoke to <br /> someone at the water summit and someone from Walnut Creek praised the facility but questioned the <br /> location of the parking. She suggested educated residents about where parking can be found. The <br /> Downtown is now very vibrant and the City does not want to lose its momentum. <br /> Vice-Mayor Brown said she supports the need for parking downtown and said the railroad corridor is full <br /> all the time. She asked if the 3 hour parking is monitored because she has never seen tickets being <br /> written. She also asked if employees or customers park there. Mr. Fialho said the City reduced <br /> enforcement in part because of the recession and they have re-started this. If enforcement is something <br /> the PDA wants the City to enforce, it can be done, but his sense is that they will want to discuss this <br /> before the City re-institutes enforcement. <br /> Vice-Mayor Brown noted that a letter was received from Vera who owns the building at 4725 First <br /> Street and she is right that customers have a choice and she thinks the City needs to make it easy to <br /> shop Downtown which has really become alive. <br /> Mayor Thorne supported the need to move quickly to solve parking problems. Councilmember Olson <br /> asked and confirmed the study would return in April or May and he would prefer to see a tighter <br /> timeframe to address the problem. He said the last study was in 2013 when the recovery was starting <br /> and he is upset. Ms. Ott said it was not intended that it would take 2 years to create a work plan, but <br /> that they would start it which would have implementation items to roll out.
