3. Introduce the draft ordinance approving Case P15-0384, amendment to the <br /> Pleasanton Municipal Code as shown in Attachment 1; and <br /> 4. Discuss and provide direction to staff whether to pursue a separate (additional) <br /> Municipal Code amendment to expand design review authority to include the exterior <br /> of non-historic single-family homes in residential zoning districts in the Downtown <br /> Specific Plan Area. <br /> FINANCIAL STATEMENT <br /> No fiscal impact to the City or public services is anticipated. <br /> BACKGROUND <br /> In December 2011, the City Council appointed a seven-member ad hoc Historic <br /> Preservation Task Force to review the City's Downtown historic preservation policies, <br /> guidelines, and processes. After several public meetings, the Task Force developed and <br /> recommended amendments to the General Plan, Downtown Specific Plan, Downtown <br /> Design Guidelines, and Pleasanton Municipal Code. On January 21, 2014, the City <br /> Council approved amendments to the City's historic preservation policies and regulations. <br /> Although the adopted amendments did not include any changes to the City's design <br /> review authority for exterior changes to single-family homes, the Task Force <br /> recommended that the City Council continue to evaluate this item to ensure that changes <br /> to single-family structures are consistent with the Downtown Specific Plan and Downtown <br /> Design Guidelines. The Council agreed to have future discussion of this subject, which <br /> occurred at the November 18, 2014 City Council hearing. At that hearing, the Council <br /> directed staff to initiate a Municipal Code amendment to expand design review authority <br /> for "historic" single-family homes in the Downtown Specific Plan Area (although "historic" <br /> was not defined). At that same hearing, the Council approved a professional services <br /> agreement with Architectural Resources Group, Inc. (ARG) for the preparation of a <br /> historic resource survey of the residential structures Downtown that were built before <br /> 1942 to determine which are considered historic resources. <br /> Please refer to the attached Planning Commission staff report, dated October 14, 2015 <br /> (Attachment 5), for additional background information. The historic resource survey and <br /> Code amendment are now before the Council for review and final decision. <br /> PROJECT DESCRIPTION AND DISCUSSION <br /> The proposal is: 1) acceptance of the Historic Resource Survey; and 2) consideration of a <br /> Municipal Code amendment to require Administrative Design Review approval for certain <br /> exterior changes to single-family homes in residential zoning districts within the <br /> Downtown Specific Plan Area that are determined to be historic resources. The <br /> proposed amendment and survey are discussed below and are described in more detail <br /> in the attached Planning Commission staff report. This report also includes supplemental <br /> discussion regarding initiating a separate Municipal Code amendment to expand design <br /> review authority to include other single-family homes in the Downtown Specific Plan area, <br /> such as those built before 1942 that weren't determined to be historic resources. <br /> Page 2 of 8 <br />
