THE CITY OF �I <br /> CITY COUNCIL AGENDA REPORT <br /> pL E ASANTON. <br /> November 3, 2015 <br /> Community Development Department <br /> Planning Division <br /> TITLE: (1) CONSIDER AN AMENDMENT TO THE PLEASANTON MUNICIPAL <br /> CODE TO EXPAND DESIGN REVIEW AUTHORITY TO INCLUDE THE <br /> EXTERIOR OF HISTORIC HOMES IN RESIDENTIAL ZONING DISTRICTS <br /> WITHIN THE DOWNTOWN SPECIFIC PLAN AREA; (2) DISCUSS <br /> WHETHER TO PURSUE A SEPARATE MUNICIPAL CODE AMENDMENT <br /> TO EXPAND DESIGN REVIEW AUTHORITY TO THE EXTERIOR OF NON- <br /> HISTORIC SINGLE-FAMILY HOMES IN RESIDENTIAL ZONING DISTRICTS <br /> IN THE DOWNTOWN SPECIFIC PLAN AREA; AND (3) REVIEW AND <br /> ACCEPT THE HISTORIC RESOURCE SURVEY OF THE RESIDENTIAL <br /> STRUCTURES DOWNTOWN THAT WERE BUILT BEFORE 1942 <br /> SUMMARY <br /> At the November 18, 2014 City Council hearing, Council directed staff to initiate a <br /> Municipal Code amendment to expand design review authority for single-family homes in <br /> the Downtown Specific Plan Area. Staff has drafted a Municipal Code amendment to <br /> require Administrative Design Review approval for certain exterior changes to single- <br /> family homes in residential zoning districts within the Downtown Specific Plan Area that <br /> are determined to be historic resources. Also at the November 18 hearing, the Council <br /> approved a professional services agreement with Architectural Resources Group, Inc. <br /> (ARG) for the preparation of a historic resource survey of the residential structures <br /> Downtown that were built before 1942 to determine which are considered historic <br /> resources. ARG has completed the historic resource survey, which is being presented to <br /> the Council for its review and acceptance. The Council is also being asked if it wishes to <br /> pursue a separate Code amendment to expand design review authority to include the <br /> exterior of non-historic single-family homes in the Downtown Specific Plan Area. <br /> PLANNING COMMISSION RECOMMENDATION <br /> The Planning Commission recommended acceptance of the historic resource survey and <br /> approval of the Municipal Code amendment as recommended by staff. The Commission <br /> also recommended that the Council discuss whether to pursue a separate (additional) <br /> Municipal Code Amendment to expand design review authority to the exterior of non- <br /> historic single-family homes in residential zoning districts in the Downtown Specific Plan <br /> Area. <br /> RECOMMENDATION <br /> 1. Find that the proposed amendment to the Municipal Code is statutorily exempt from <br /> CEQA; <br /> 2. Adopt a resolution accepting the Historic Resource Survey (Attachment 2); <br />
