PASS Recommendations: <br /> • Remove the permanent flagpoles & flags, and instead place sleeves in the <br /> ground so that flagpoles and flags can be accommodated as needed for events <br /> • Change the shape or remove the star in the center <br /> • Make the scale/size of the memorial smaller so that it fits in the "circle" and place <br /> the benches in a circle outside of the road, so that visitors can still view the <br /> memorial at a safe distance <br /> • Place either an American Flag or POW Flag on the top of the granite base with <br /> the sculpture so that is appears the solider is kneeling before a flag <br /> • Also suggested other park sites that they felt could better accommodate the size <br /> and scale of the memorial <br /> After the meeting, staff met with the Veterans group to review and discuss PASS's <br /> feedback and recommendations. The Veterans group requested that they take the <br /> feedback and recommendations and share it with the rest of their organization. As a <br /> result, the Veterans group has provided staff with a revised design that includes the <br /> following notable changes: <br /> Veterans Group's Proposed Revisions: <br /> • Flag Poles - the height of the flag poles will be reduced to 20 feet <br /> • Center Star Design - The Veterans group has altered the star to reflect more of a <br /> "starburst" design <br /> • Overall Scale of the Design - The Veterans group has made the scale of the <br /> design slightly smaller which provides some additional space between the <br /> Memorial and the adjacent burial plots <br /> Civic Arts Commission <br /> At its regular meeting on August 31, 2015, the Civic Arts Commission reviewed the <br /> revised design for the Veteran's Memorial and asked detailed questions about the <br /> location and visibility (Attachment 4). The Commission supported the idea of the <br /> memorial but had a few concerns regarding its size in relationship to the size of the <br /> Cemetery, as well as whether the physical properties of the site's related soils or <br /> subsurface could support the proposed structures and improvements. <br /> Staff stated that some geotechnical testing of the site including grave mapping, <br /> surveying and soils testing had been completed and that the preliminary results <br /> indicated that the site would most likely be able to support the proposed Memorial. <br /> However, once the design is approved and the City's architect is able to review and <br /> compare the results of the geotechnical testing with the proposed design, staff will have <br /> a definitive answer on whether the site can support the size and weight of the proposed <br /> design. <br /> Therefore, staff recommended that the design continue through the process, so that a <br /> final determination could be made regarding the site and whether or not modifications to <br /> the design or location would be warranted.
