THE CITY OF <br /> CITY COUNCIL AGENDA REPORT 13 <br /> pL'EASANTON. <br /> November 3, 2015 <br /> Community Services <br /> TITLE: APPROVE THE PROPOSED VETERANS' MEMORIAL DESIGN FOR THE <br /> PLEASANTON PIONEER CEMETERY AND AN AGREEMENT WITH <br /> KELLER MITCHELL & CO. IN PROVIDING LANDSCAPE <br /> ARCHITECTURAL DESIGN SERVICES NOT TO EXCEED $28,000.00 <br /> SUMMARY <br /> In November 2014, the City Council approved the Pleasanton Pioneer Cemetery Master <br /> Plan. The Plan included the development of the following elements: a vision statement <br /> for the Cemetery; recommendations for developing and expanding both cremation and <br /> casket burial activities; a business plan framework; a maintenance plan; and operational <br /> rules and regulations. The Master Plan also makes recommendations concerning onsite <br /> road improvements to accommodate increased traffic, new pedestrian paths and <br /> gathering areas, interpretive opportunities, a possible Veterans' Memorial, sculpture or <br /> art features, signage, lighting and additional landscaping. <br /> During the development phases of the Master Plan, a group of local veterans formed in <br /> support of establishing a Veterans' Memorial at the Pleasanton Pioneer Cemetery. An <br /> initial concept was shared with the Pleasanton Pioneer Cemetery Task Force at that <br /> time (Attachment 1). <br /> Since then, the Veterans group has further developed the Memorial's design and <br /> shared it with Department staff. The proposed revised design has been reviewed and <br /> approved by the City's Public Art Selection Sub-committee (PASS), the Civic Arts <br /> Commission and the Parks and Recreation Commission. <br /> RECOMMENDATION <br /> That the City Council approve the proposed Veterans' Memorial Design for the <br /> Pleasanton Pioneer Cemetery and an Agreement with Keller Mitchell & Co. in providing <br /> Landscape Architectural Design Services not to exceed $28,000.00 <br /> FINANCIAL STATEMENT <br /> There is no financial impact as a result of this action since the City Council has already <br /> approved funding in the FY 2015/2016 CIP Budget for the Keller Mitchell & Co. contract. <br /> In addition, the Veterans group has committed to fund all of the "above-ground" costs <br /> related to the memorial. Project cost allocations between the City and the Veterans <br /> group will be memorialized in a separate agreement following the completion of the final <br /> design and construction documents, and receipt of low and/or preferred bid and award <br /> of construction contract. <br />
