BACKGROUND <br /> On December 17, 2013, the Pleasanton City Council approved the Black Avenue traffic <br /> calming concept plan prepared by the Traffic Engineering Division. The plan included <br /> various elements: installation of curb bulb-outs, crosswalks, roadway neckdown, speed <br /> bumps, and various other components. The Engineering Division prepared the phase 1 <br /> design for the bulb-outs at Black Avenue and Tanglewood Way and roadway narrowing <br /> (neckdown) near the Aquatic Center as part of this project. This project included installing <br /> seven ADA (Americans with Disability Act) compliant ramps, cobble stone landscaping <br /> and traffic striping. Project locations are shown on Attachment 1. <br /> Phase 2 of the Black Avenue Traffic Calming project will install curb bulb outs and curb <br /> ramps at Black Avenue/Greenwood Road. <br /> DISCUSSION <br /> On June 16, 2015, City Council awarded the construction contract to FBD Vanguard <br /> Construction, Inc. for the low bid amount of$87,900. <br /> Budget <br /> Funding for the project was provided in the Black Avenue Traffic Calming Phase 1 project <br /> (CIP No. 145025). <br /> The final project funding and expenditures are summarized in Attachment 2 to the report, <br /> indicating total project expenditure of $88,202 and remaining funds of $41,799. There <br /> were no change orders issued for this project.
