Finally, it seems perhaps particularly important to note that more than nine in ten <br /> businesses anticipate they will still be in Pleasanton two years from now. <br /> Complaints and concerns notwithstanding, there is clearly almost no tendency <br /> to want to flee. <br /> What About Doing Business With the City? <br /> Another concern that emerges from the survey and was also a topic of <br /> considerable discussion during the focus groups is the perception that the City <br /> has rules and regulations that can make it challenging either to develop a new <br /> business or to accomplish things as established business. A secondary issue is a <br /> lack of parking, particularly downtown. <br /> The former sentiment was far from universal in the focus groups, however, and <br /> the majority of businesses responding to the survey found the permitting process <br /> in particular very or somewhat easy. Moreover, this proportion has increased by <br /> twelve percentage points in the past three years. While this increase is not <br /> statistically significant, that outcome is likely due to the fairly small size of the <br /> subsample involved. The increase itself is almost surely worthy of note; <br /> commendation of the appropriate staff may also be in order. <br /> This suggestion is reinforced by the strongly positive ratings achieved by the <br /> permitting staff themselves. If the process is challenging, probably due at least <br /> in part to the fact that the City has exceptionally high standards, the City would <br /> appear to be making progress in doing what it can to ease the path. <br /> What About the City's Infrastructure? <br /> All but two of the ratings of the City's infrastructure are above the level of good; <br /> those that fail to meet this mark are telecommunications services and public <br /> are the subject of an entire series of questions <br /> transportation options.
