served by the existing water and sewer system (subject to private on-site <br /> extension of laterals). <br /> The City's Police Department and Livermore-Pleasanton Fire Department already <br /> provide public safety services to the nearby golf course and homes within the City <br /> limits. Public safety response times to serve these three parcels would be within <br /> accepted parameters (and some emergency response is already provided via <br /> mutual-aid agreements with Alameda County). Existing public safety services are <br /> available to serve the three parcels proposed to be annexed. Additionally, <br /> students living on the subject properties would already attend schools within the <br /> Pleasanton Unified School District. <br /> Many Happy Valley residents already use the City's Community Services <br /> programs, City parks, etc. The residents on the three parcels within the proposed <br /> annexation can be accommodated by such existing services. <br /> 2. The proposed annexation should be a logical extension of an existing planned or <br /> developed area. <br /> This proposed annexation is contiguous to the City limits along its southern and <br /> eastern boundaries, and is located within the HVSP area. As opposed to other <br /> properties in the near vicinity, the owners of the two neighboring properties to Ms. <br /> Linfoot's property already have signed preannexation agreements with the City <br /> and have agreed to annexation. <br /> 3. The land should not be under an agricultural preserve or open space contract. <br /> The 11.82-acre subject annexation is not under an agricultural preserve or open <br /> space contract. If the Linfoot property were to be subdivided in the future, no <br /> development would be allowed within the area with a General Plan land use <br /> Designation of Open Space — Public Health and Safety (and outside the Urban <br /> Growth Boundary). As the Linfoot property is 7.21 acres, there is sufficient area, <br /> even removing the portion outside the UGB, for further subdivision consistent with <br /> the HVSP's PUD-SRDR (Planned Unit Development Semi-Rural Density <br /> Residential) zoning designation. <br /> 4. The quality of the development proposed for the area to be annexed should <br /> enhance the existing community. <br /> No development plan has been proposed for the Linfoot property (6300 Alisal <br /> Street) at this time, as the subject property is currently improved with a single <br /> family residence. The properties at 6352 Alisal Street and 6360 Alisal Street are <br /> currently developed with single family residences. Any future development on any <br /> of the properties will be required to be consistent with the Happy Valley Specific <br /> Plan and City land use policies and design standards, ensuring a high quality of <br /> development. <br /> Page 4 of 6 <br />
