BACKGROUND <br /> On February 17, 2015, the City Council approved the formation of a Task Force for the <br /> preparation of a Civic Center/Library Master plan. The committee has eleven members <br /> including Mayor Thorne, Vice Mayor Brown representing the City Council, one member <br /> from the Parks and Recreation Commission, the Planning Commission, the Youth <br /> Commission, the Library Commission, the Economic Vitality Committee, the Pleasanton <br /> Downtown Association (PDA), and three at large community members. The group will <br /> be known as the Civic Center/Library Facilities Master Plan Task Force. Each of the <br /> represented Commissions and Committees, and the PDA have selected their <br /> Committee members and an alternate which here ratified by the City Council on June <br /> 16, 2015. Staff has also assembled a technical advisory team with members from the <br /> City Manager's Office, the Community Development, Library, Economic Development, <br /> Finance, Police and Community Services Departments. <br /> The Task Force has met three times including a tour of the existing City Hall, the Police <br /> Department and Library facilities and have reviewed a work plan prepared by staff that <br /> would require technical assistance relating to site planning, space planning, cost <br /> estimating, and market and fiscal impact analysis. <br /> Previous efforts for Civic Center and Library Planning were undertaken between 2002 <br /> and 2010. Field Paoli provided services for a Library Needs Assessment Study in 2007, <br /> and a Civic Center Master Plan Study in 2010. <br /> DISCUSSION <br /> The proposed contract would assist the Civic Center/Library Master Plan Task Force <br /> and City staff in the some of the technical tasks required to meet the plan as well the <br /> preparation of the final Master Plan document. Some of the relevant specific tasks <br /> included in the proposed scope of work include the preparation of an updated space <br /> needs assessment, site assessment of potential alternative sites for new Civic Center, <br /> Police and Library facilities, the preparation of site plan alternatives, refinement of those <br /> alternatives with the Task Force, community outreach meeting efforts, and the <br /> preparation of the Final Master Plan for review by the City Council. The scope of work <br /> also includes a market analysis of potential alternative uses on the existing civic center <br /> and library site as well as a fiscal impact analysis of potential alternatives uses on that <br /> site. Field Paoli will be assisted by Callender Associates, Landscape Architects, Mack 5 <br /> Cost Consultants, and Economic and Planning Systems.
