BACKGROUND On February 17, 2015, the City Council approved the formation of a Task Force for the preparation of a Civic Center/Library Master plan. The committee has eleven members including Mayor Thorne, Vice Mayor Brown representing the City Council, one member from the Parks and Recreation Commission, the Planning Commission, the Youth Commission, the Library Commission, the Economic Vitality Committee, the Pleasanton Downtown Association (PDA), and three at large community members. The group will be known as the Civic Center/Library Facilities Master Plan Task Force. Each of the represented Commissions and Committees, and the PDA have selected their Committee members and an alternate which here ratified by the City Council on June 16, 2015. Staff has also assembled a technical advisory team with members from the City Manager's Office, the Community Development, Library, Economic Development, Finance, Police and Community Services Departments. The Task Force has met three times including a tour of the existing City Hall, the Police Department and Library facilities and have reviewed a work plan prepared by staff that would require technical assistance relating to site planning, space planning, cost estimating, and market and fiscal impact analysis. Previous efforts for Civic Center and Library Planning were undertaken between 2002 and 2010. Field Paoli provided services for a Library Needs Assessment Study in 2007, and a Civic Center Master Plan Study in 2010. DISCUSSION The proposed contract would assist the Civic Center/Library Master Plan Task Force and City staff in the some of the technical tasks required to meet the plan as well the preparation of the final Master Plan document. Some of the relevant specific tasks included in the proposed scope of work include the preparation of an updated space needs assessment, site assessment of potential alternative sites for new Civic Center, Police and Library facilities, the preparation of site plan alternatives, refinement of those alternatives with the Task Force, community outreach meeting efforts, and the preparation of the Final Master Plan for review by the City Council. The scope of work also includes a market analysis of potential alternative uses on the existing civic center and library site as well as a fiscal impact analysis of potential alternatives uses on that site. Field Paoli will be assisted by Callender Associates, Landscape Architects, Mack 5 Cost Consultants, and Economic and Planning Systems. Field Paoli is uniquely qualified to do this work due to its previous work with the City on this topic described above and is proposed to complete this work with a sole source contract.
