volunteering to speak on 5150s at NAMI's second annual suicide prevention workshop for caregivers <br /> being held August 29th at the University of Phoenix campus in Livermore. <br /> Julie Testa shared a story of an intelligent and educated young man whose family, with no prior <br /> indication of mental instability, suddenly received a call that their son was agitated, confused and <br /> walking naked on a southern California freeway. She said that as someone whose own father lived a <br /> tragic life tormented by his own schizophrenia, she has spent most of her adult life advocating for <br /> mental health services in this county. She shared her appreciation for the efforts of both Ms. McInnis <br /> and the NAMI organization. She stated that traditional police training teaches officers to control <br /> situations by demanding compliance, but the unpredictable nature of a disturbed person can often be <br /> misinterpreted as a threat and quickly escalate into violence. CIT training teaches verbal de-escalation <br /> skills and increases an officer's ability to effectively intervene with minimal physical force. While many <br /> of Pleasanton's officers have received one-time CIT training, it pales in comparison to the <br /> overwhelming level of regular instruction they receive in assault and tactical response techniques. She <br /> thought this disparity was inappropriate particularly given that Pleasanton is a low crime community. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 15. Drought update: California Emergency Declaration and Stage 3 Mandatory Reductions <br /> Utilities Superintendent Dan Martin presented the drought update and recommendation to continue with <br /> the Local Emergency Declaration and Stage 3 Mandatory Reductions. <br /> He reported a 46.8% reduction in water use for the month of July as compared to 2013. Year to date <br /> potable water consumption has decreased 38.2% or 1.46 billion gallons. Compliance remains at 97% <br /> for single-family residential users and commercial compliance has increased some over the previous <br /> year. He briefly presented statistical data on monthly trends as well as historical and current conditions <br /> at Lake Oroville. <br /> Staff continues to meet with other Tri Valley water retailers, with the next meeting tentatively scheduled <br /> for October 8'" at DSRSD, and to conduct public outreach. The city will be hosting a workshop on <br /> practical conservation techniques September 12'" at the OSC.. <br /> MOTION: It was m/s by Brown/Narum to accept the report and continue the Emergency Declaration <br /> and Stage 3 Mandatory Reductions. Public Hearing: P-15-0037, Kursad and Zarina Kiziloglu, Applicants and Appellants — Consider <br /> an appeal of the Planning Commission's approval of an application for Administrative Design <br /> Review at 5196 Hummingbird Road to: (1) construct an approximately 297-square-foot single- <br /> story addition without the second-floor balcony on the rear of the residence; (2) construct an <br /> approximately 558-square-foot second-floor addition above the garage on the east side of the <br /> residence; (3) install five new dormer windows; (4) install a new roof over the front porch; and (5) <br /> install new second-floor windows and doors <br /> Mayor Thorne announced that he resides in the same neighborhood as the subject site and has been <br /> advised by the City Attorney to recuse himself from the matter.
