Public Comment Marsha McInnis, President of National Alliance on Mental Illness (NAMI) Tri-Valley, reported that Alameda County has the highest 5150 rate in the state. She explained that a 5150 is a non-criminal involuntary psychiatric hold that can extend for up to 72 hours. As of this month Pleasanton has a total of 269 5150 calls for the year, well on pace to exceed 2014's total of 395. She thanked Police Chief Spiller for sending officers to Crisis Intervention Team (CIT) training. CIT is a police-based first responder program that has become nationally known as the Memphis Model of pre-arrest jail diversion for those in a mental illness crisis. NAMI Tri-Valley is often the first point of contact for families when relatives experience a mental health crisis. The organization provides fundamental resources related to housing, transportation and medication and also partners with other agencies throughout the valley to improve the quality of life for those affected by mental illness.
