BACKGROUND <br /> The City's vacuum trucks are not only used for daily maintenance and repair of the <br /> sanitary sewer and storm sewer systems, they are also deployed on occasion to clean <br /> up SSOs and environmentally hazardous wastewater spills. It is imperative to have at <br /> least one reliable vacuum truck available 24/7 to respond to overflows and spills, both of <br /> which have the propensity of becoming major regulatory, health, and environmental <br /> hazard issues if not cleaned up and mitigated in a timely manner. The Utilities Division <br /> currently has two older (model years 1998 and 2004) vacuum trucks which are at the <br /> end of their functional lives. The purchase of a new vacuum truck will significantly <br /> increase reliability and regulatory compliance readiness, as well as enhance the day to <br /> day efficiency in maintaining the sanitary and storm sewer systems. <br /> Staff has performed extensive research into a broad cross-section of the vacuum trucks <br /> currently on the market by reviewing literature and product videos, through <br /> conversations with colleagues at other agencies, and by attending product <br /> demonstrations. Staff took part in five demonstrations of vacuum truck equipment, <br /> including a demo of DSRSD's "Camel" which is virtually identical to the proposed <br /> equipment. Staff ultimately narrowed the field down to three different vacuum trucks <br /> from various manufacturers, including the Camel 1200. The exhaustive research led to <br /> staff consensus that the Camel 1200 is the superior piece of equipment possessing the <br /> highest degree of operational flexibility found on the market today, and it is equipped, <br /> sized and powered most suitably for the maintenance spectrum found in the City, the <br /> projected compliance/regulation requirements, working conditions, and the terrain <br /> encountered on a typical work day (see Attachment #1, Specifications/Pricing <br /> Schedule). The total cost of the chassis mounted Camel 1200, including delivery, is <br /> $339,400 (see Attachment #1, Specifications/Pricing Schedule). Training is provided <br /> locally for free. <br /> The Camel 1200 vacuum truck is manufactured by Super Products, LLC in New Berlin, <br /> Wisconsin, who is listed as an approved vendor by the National Joint Powers Alliance. <br /> Completing the purchase through a Cooperative Purchase Agreement in conjunction <br /> with the National Joint Powers Alliance meets the City's competitive bidding <br /> requirement. <br /> The estimated cost of licensing and tax is $36,002 (see Attachment #2, Licensing and <br /> Tax), which is included in the amount of the requested Purchase Order. <br /> DISCUSSION <br /> The purchase of the Camel 1200 Vacuum Truck will increase Operations staff <br /> efficiency, and increase positive regulatory compliance. <br /> The following is the cost breakdown for the Camel 1200 complete with chassis, delivery, <br /> licensing, and tax. <br /> Page 2 of 3 <br />
