BACKGROUND <br /> The Pleasanton Pedestrian and Bicycle Master Plan was adopted in 2010 and contains <br /> the goals and policies for developing and implementing the pedestrian and bicycle <br /> networks within the community. The Pedestrian and Bicycle Master Plan builds on the <br /> General Plan blueprint and is the official policy document addressing the development of <br /> bicycle and pedestrian facilities. The key policy and program recommendations in the <br /> Plan encourage a multimodal transportation system, and also address funding, and <br /> monitoring of Plan implementation. Fehr and Peers prepared the previous Pedestrian <br /> and Bicycle Master Plan. The current Pedestrian and Bicycle Master Plan recommends <br /> an update to the plan every five years to ensure eligibility for grant funding. All state and <br /> federal grant opportunities require that the proposed project to be funded be included in <br /> the City's planning documents. The Pedestrian and Bicycle Master Plan satisfies the <br /> grant requirement and shows that the City is focused on pedestrian and bicycle related <br /> improvements. In addition to State and Federal grants, Measure B, Measure BB, and <br /> Vehicle Registration Fee regional funding requires that proposed projects are in a bicycle <br /> or pedestrian master plan. The City was most recently awarded $800,000 in bicycle <br /> related improvements through the Congestion Management and Air Quality Pedestrian <br /> and Bicycle Grant to make bicycle and pedestrian related improvements for the Foothill <br /> Interchange. The Foothill project redesigned the interchange to improve both pedestrian <br /> and bicycle related safety by including new bike lanes and an improved (shorter, more <br /> visible and signalized) pedestrian crossing. <br /> DISCUSSION <br /> This first update to the Pedestrian and Bicycle Master Plan will expand and clarify several <br /> chapters of the Plan, but will focus on the prioritization process and refine the criteria used <br /> to select projects for implementation. <br /> The City issued a Request for Proposals (RFP) for the Pleasanton Pedestrian and Bicycle <br /> Master Plan Update in March of 2015, and did not receive any proposals. Staff met with <br /> several prospective consultants and refined the scope of work reissuing the Request in <br /> June of 2015. The City received one proposal from Fehr and Peers, who prepared the <br /> original Master Plan in 2010. Fehr & Peers' cost proposal for the project includes <br /> significant updates to every chapter of the document including the policy, project and <br /> prioritization sections. The cost for the update is $146,237, which staff considers to be <br /> reasonable for the scope of the Master Plan Update. <br /> Page 2 of 3 <br />
