BACKGROUND On September 29, 2010, the Planning Commission approved Vesting Tentative Map 7981 to subdivide an approximately 0.88-acre site located at 3835 Vineyard Avenue into ten single-family townhouse lots, consistent with the PUD development plan already approved for this site. On December 17, 2013, the City Council approved the Final Map, the improvement plans, and the subdivision agreement for Tract 7981 to subdivide an approximately 0.88-acre site located at 3835 Vineyard Avenue into ten single-family townhouse lots. The property is located between Vineyard Avenue and Vine Street, across from Adams Way as shown on Attachment 1. DISCUSSION Completed Public Improvements The project constructed a private driveway with access from Vineyard Avenue and Vine Street. This private driveway provides access to all ten lots. The developer dedicated public service easements and an emergency vehicle access to the public for the benefit of Lots 1-10 of this tract. The private driveway and all private utilities, including water and sewer, will be maintained by the HOA. The onsite improvements included bioswales that were constructed to mitigate storm water runoff required by the San Francisco Bay Region Municipal Regional Stormwater NPDES Permit. These improvements will be maintained by the HOA. Staff has reviewed the conditions of approval of the Final Tract Map 7981 and finds that all public improvements within the public right of way have been completed.
